Overview:

Under the supervision of the Director of Finance and working closely with the Treasurer and Deputy Treasurer, the Accounting Manager will assist with the oversight of all financial and reporting functions in the Treasury Department.  The Accounting Manager will be primarily responsible for directing, coordinating, and managing the activities of the accounting staff. This position will include a wide range of responsibilities, including the creation, maintenance, and reconciliation of the city's cash and investment accounts and financial reports, as well as the analysis of financial data.   

Responsibilities:

  • Prepare financial reporting and analysis for monthly financial reports and journal entries.
  • Oversee and perform account reconciliations for city accounts.
  • Assist in the audit coordination process and preparation of necessary schedules to support financials for submission to the outside audit firm.
  • Assist in the preparation and analysis of the administrative department budget.
  • Balance the city's daily cash position.
  • Review daily banking operations.
  • Oversee the resolution of outstanding account items by identifying root causes, collaborating with internal and external departments, and implementing resolutions.
  • Monitor debt service information, including amortization schedules, reporting requirements, statements, and payments.
  • Oversee the escheatment process to ensure compliance with the Treasury Unclaimed Property Policy.
  • Assist the Retirement Board with the Boston Teachers Union retiree payments.
  • Responsible for the year-end closing process and journal entries.
  • Manages finance staff who are responsible for account reconciliation and other accounting tasks.
  • Assists in hiring department staff and conducts performance evaluations.
  • Maintains a documented system of accounting policies and procedures.
  • Recommend new systems, policies, and procedures to increase department efficiencies.
  • Participate in the accurate and timely filing of financial reports, returns, and payments to the Internal Revenue Service, the Massachusetts Department of Revenue, and the Massachusetts Division of Local Services.
  • Annually participate in the production of tax forms (i.e., W2’s).
  • Assigns additional responsibilities in consultation with the Director of Finance.
  • Perform related tasks as required.

Minimum Entrance Qualifications:

  • Four (4) years full-time, or equivalent part-time, professional experience, of which two (2) years must have been in a supervisory capacity. Supervisory experience may not be substituted. 
  • A bachelor’s degree from an accredited college or university with specialization in accounting or finance is required. 
  • Demonstrated ability to communicate effectively orally and in writing with a diverse range of people, including citizens, staff, and other city personnel. 
  • Exhibit ability to establish and maintain effective working relationships with subordinates, peers, superiors, and public and private representatives.
  • Display ability to work with limited direct supervision and perform assigned duties in an accurate, timely, and professional manner.
  • Proficiency with Microsoft Office and Google Suite.
  • Ability to exercise good judgment and focus on details as required by the job.
