Overview:

Under the direction of the Supervising Street Lighting Engineer for Asset Management, the Assistant Street Lighting Engineer for Asset Management will help lead the continued use and implementation of the City’s new asset and case management program.

 

The Assistant Street Lighting Engineer will work in all facets of the asset management system to ensure proper utilization, data accuracy, and case management processes are adhered to for the PWD Street Lighting Division. They will be the lead in ensuring data transmission between the legacy CRM system, future CRM system, and Cartegraph remains accurate, reliable, and consistent.

 

The Assistant Street Lighting Engineer works with the Street Lighting Engineering Division to review the validity and accuracy of design and layout of existing and future lighting assets and will also report findings and make recommendations for improvements to Street Lighting management on an as-needed basis.

Responsibilities:

  • Utilize Cartegraph to track asset conditions, inventory, work history, and create work orders and tasks for the design, layout, and installation of traffic control devices.
  • Ensure quality control of asset data collection and contribute to data modeling, analyses, and reports of findings and recommendations.
  • Helps to create standard operating procedures, business process models, and workflows for the Street Lighting Division.
  • Reviews and maintains maintenance records of work performed for data completeness and accuracy.
  • Provides training for new users of the asset management system and checks in with experienced users to obtain feedback and provide guidance.
  • Assists in the review and development of performance data analytics to ensure information remains accurate and actionable.
  •  Evaluates, creates, and manages work orders and tasks for 311 constituent requests, and distributes to staff effectively and resolves in a timely and professional manner.
  • Tracks critical path workflows related to program and project management.
  • Prepares reports, analyses, and recommendations for the Supervising Street Light Engineer for Asset Management.
  • Attends meetings as a representative of the Street Lighting Division and works with internal and external stakeholders to improve Street Lighting and general basic City services.
  • Makes recommendations for improvements as it relates to business processes, standard operating procedures, and maintenance practices.
  • Coordinate with DOIT to troubleshoot any data integrity issues and make recommendations as needed.
  • Oversee the quality control of data input and collection of PWD Street Lighting Division assets. The Assistant Street Lighting Engineer will work with Cartegraph asset management end users to define objectives and key results, coordinate interdepartmental workflows, and identify capital, deferred, and preventative project opportunities.
  • Review engineering plans and technical drawings for implementation and monitor projects, programs, work orders, and tasks for compliance with the respective laws, rules, regulations, industry standards, and best practices relative to the scope of work.
  • Evaluates the use of the Cartegraph system to identify areas for improved efficiency and work with end users to gather feedback and/or communicate the value of the process changes.
  • Performs related duties as required.

Minimum Entrance Qualifications:

  • Applicants must have at least three (3) years of full-time, or equivalent part-time, technical or professional experience in street light operations, engineering, or electrical work of which at least two (2) years must have been in a professional capacity and at least one (2) year must have been in a leadership capacity or any equivalent combination.
  • One (1) year of experience with asset management software is required, and experience with Cartegraph is required. A certification in Cartegraph asset management is preferred.
  • Ability to collaborate with a diverse range of stakeholders, including other City departments, public agencies, private consultants, and contractors.
  • Working knowledge of street lighting operations practices, engineering principles, and terminology applicable to the design, construction, and operations of Street Lighting systems.
  • Demonstrated ability to develop and implement engineering and maintenance projects, maintenance, and tasks.
  • Experience with cloud-based productivity suites such as Google Workspace or Microsoft Office programs is preferred.
  • Experience implementing new technology and hardware is preferred.
  • Excellent oral and written communication and organizational skills.
  •  Experience with organizational change management is preferred.
  • Must be willing to travel within the City of Boston.
  • Must have and maintain a valid Massachusetts driver's license, preferred.
  • Ability to exercise good judgment and focus on detail as required by the job.
