Overview:

Enters, verifies, updates, and maintains time and labor records. Identifies and takes proper steps to resolve payroll issues, and when necessary, brings matters to the attention of Human Resources Management. Ensures accurate time and labor records and compensation for all employees. Communicates effectively with City of Boston departments, Library management, and staff regarding various payroll-related matters. Ability to handle confidential and sensitive information appropriately.

Human Resources Manager

Responsibilities:

Under immediate supervision and in accordance with standard policies and practices, performs any or all of the following:

  • Creates, maintains, verifies, and updates labor records, including but not limited to time sheets, static groups, and default schedules.
  • Identifies, calculates, processes, and verifies adjustments to time and absence entry, including but not limited to payline adjustments, online check requests, back payments, employee service dates, leave balances, step increases, longevities, and differentials.
  • Identifies, problem solves, communicates, and follows up on various payroll issues involving time and absence reporting, including but not limited to leave balances, general inquiries, procedures, and periodic notices.
  • Generates standard reports and standard queries, including but not limited to department time summary, reported time history, FMLA query, and employment data queries.
  • Identifies and takes proper steps to resolve payroll matters, and when necessary, brings matters to the attention of HR Management.
  • Assists with providing customer service via phone, email, and in person, including making referrals to other HR staff members or appropriate City department as necessary.
  • Gathers and accounts for timesheets for all staff as needed.
  • Participates in staff meetings and attends other meetings, trainings, and seminars as directed.
  • Performs other related duties as required.

Minimum Entrance Qualifications:

  • Education - High school graduate or equivalent; additional education preferred.
  • Experience - Minimum of three (3) years of experience in payroll and/or human resources.
  • Ability to use Human Resources Information systems (PeopleSoft HCM preferred). In exceptional circumstances, training and/or other related experience may be substituted.
  • Ability to work in a typical office environment, which may include distracting noise and interruptions.
  • Proficiency with Microsoft Office and Google Suite preferred.
  • Proficiency in the use of a variety of standard office equipment.
  • Communicates effectively and presents ideas clearly.
  • Demonstrates initiative and appropriate independent decision-making skills.
  • Demonstrated organizational skills. Identifies, plans, and prioritizes job responsibilities and tasks.
  • Applicants must demonstrate a strong record of reliability, including consistent attendance and timely completion of assigned duties.
  • Ability to carry out detailed procedures with accuracy.
  • Demonstrated strong oral and written communication skills.
  • Communicates effectively and presents ideas clearly.
  • Demonstrated ability to work under deadlines.
  • Ability to collaborate with library staff, external partners, and resources.
  • Ability to use discretion with confidential and sensitive information.
  • Ability to analyze and solve time and labor issues.
  • Strong customer service skills.
  • CORI - Must successfully clear a Criminal Offenders Record Information check with the City of Boston.
