The Deputy Director will provide support to the Director of Human Resources in the overall management and execution of all human resources initiatives, as well as day-to-day operations.

• Assist with managing all department human resources functions, including recruiting, training, organizational development, and related areas in accordance with laws, collective bargaining agreements, and City rules and regulations. 
• Collaborate with hiring managers and key stakeholders to understand the specific requirements and nuances of specialized roles within the organization; utilize a variety of sourcing methods, including networking, online platforms, and industry events, to identify and engage with potential candidates.
• Conduct thorough interviews to evaluate candidates’ technical skills and experience for roles. 
• Assist with managing the department's compliance with attendance, residency, and other policies, including medical leave, FMLA, ADA, and other human resource issues. 
• Manage the intake process for reported incidents, including but not limited to employee misconduct, workplace accidents, and constituents' complaints. May assist the Director with disciplinary investigations and other matters in confidence.
• May represent the Parks and Recreation Department in employment-related hearings, including grievances, unemployment, workers' compensation, and retirement board proceedings. 
• Oversee the completion of hiring/promotion/termination documentation, budget amendments, job descriptions, and job postings; coordinate the approval process of newly created positions; oversee time and attendance tracking and documentation.
• Assist with supervising and working closely with employees who process the department’s payroll.
• Act as liaison for the City's Office of Human Resources; collaborate with the Office of Labor Relations and Legal Adviser on employment-related matters.
• Prepare a variety of statistics, reports, and draft communications pertaining to human resources activities. 
• Perform related work as required. 

• At least four (4) years of full-time, or equivalent part-time, paid professional experience in human resources management, business, or public administration, or related work, two (2) years of which must have been in a supervisory capacity. A bachelor's degree in human resources management, business or public administration, or a related field is strongly preferred and may be substituted for two (2) years of the required experience. Supervisory experience may not be substituted. 
•  Knowledge of human resources policies and procedures such as ADA, FMLA, worker's compensation, etc. 
• Specialize in identifying and recruiting top-tier talent for specialized roles within the organization.
• Strong written and verbal communication skills to communicate effectively with individuals, small groups, and in front of large audiences at all levels of the organization. 
• Ability to maintain confidentiality and handle sensitive information with discretion. 
• Ability to apply laws, rules, regulations, specifications, and standards in compliance with documented policies and procedures. 
• Working knowledge of the PeopleSoft HRMS or similar Human Resource Management Systems. 
• Working knowledge of Microsoft Office and Google Suite preferred.
• Knowledge of the City's personnel practices and procedures is strongly preferred. 
• Ability to exercise good judgment and focus on detail as required by the position. 
• A high level of accountability and an ability to make critical decisions and work to ensure the success of those decisions. 
• Strong project management skills, organizational skills, and time management skills.
• Demonstrated experience in conducting mediation and/or other dispute resolution processes preferred.
• Demonstrated ability to work effectively with employees from a wide variety of backgrounds and identities, discerning systemic issues that surface during the investigative process.
• Experience leading effective recruitment efforts and strategies in Boston or similar urban communities.
• A high degree of empathy is balanced against an ability to provide direct feedback and confront witnesses with difficult information.
• Ability to exercise objectivity, confidentiality, and discretion with highly sensitive information.
• Must travel to departmental and City of Boston locations as required.
• Participation in the on-call rotation list is required.
• Must have and maintain a valid MA Driver's License.
