Overview:

The mission of the Mayor’s Office of Housing (MOH) is to make Boston a more equitable and inclusive city where all residents can thrive. MOH oversees programs that create and preserve affordable housing, support homeowners and renters, provide housing and services to homeless individuals and families, and develop city-owned property. The Mayor’s Office of Housing (MOH) seeks to carry out its mission through a lens of promoting diversity, equity, and inclusion and addressing the effects of systemic racism in our city.


Within the Mayor’s Office of Housing, the Boston Home Center helps Boston residents buy, improve, and keep their homes. The Home Center offers training, financial help, and counseling to first-time homebuyers. The staff guides and counsels families to help avoid foreclosure and provides help to homeowners who need to make repairs. The Home Center also markets homes developed for income-eligible, first-time homebuyers.

 

Under the direction of the Deputy Director or their designee, the Senior Program Manager is responsible for overseeing program design and delivery of special programs of the Boston Home Center (such as Additional Dwelling Units and Condo Affordability Preservation) focused on increasing opportunities for low and moderate income Boston residents to buy homes, providing technical assistance to existing homeowners, and marketing income restricted housing. The Senior Program Manager may also be assigned to manage additional programs related to homeownership, depending on need.

Responsibilities:

  • Manages programs related to homebuying or homeownership, depending on departmental needs.
  • Supervises and trains staff.
  • Develops, implements, and reviews policies and procedures related to the managed Boston Home Center program(s).
  • Works to improve outreach and marketing of programs in all Boston neighborhoods and coordinates with marketing and others to develop comprehensive social and print marketing strategies.
  • Engages with constituents about the Boston Home Center’s programs and services.
  • Oversees and maintains programmatic budget line items.
  • Designs and delivers special program initiatives related to homeownership.
  • Manages relationships with private and public funders.
  • Oversees contracts with non-profit service providers.
  • Reports on program performance.
  • Coordinates program activities with other BHC senior managers and other DND divisions and City agencies.
  • Attends night and weekend community meetings and BHC-sponsored classes and workshops as needed.
  • Performs other related duties as required by the position.

Minimum Entrance Qualifications:

  • Four (4) years of experience in housing, real estate development, or finance, including two (2) years supervising staff. Appropriate educational substitutions may be made.
  • Familiarity with Federal, State, and City affordable housing programs and regulations, particularly HUD and CDBG rules and regulations.
  • Strong organizational, workflow management, program management, attention to detail, and interpersonal skills required.
  • Strong customer service skills and proven ability to work with the public.
  • Experience in conducting public meetings.
  • Demonstrated knowledge of Microsoft Office and Salesforce preferred.
  • Ability to exercise good judgment and focus on detail as required by the job.
