Overview:

Under the supervision of the Staff Director, the Budget and Legislative Analyst will perform technical work and analysis to support the City Council’s annual budget review, legislative work related to grants, appropriations, financial and other matters, and data analysis and legislative projects throughout the year.

Responsibilities:

  • Assisting the Director of Legislative Budget Analysis in evaluating the financial and operational performance of City departments and programs, working closely with the Committee on Ways and Means, and supporting 13 City Councilors during the Council’s annual budget review.
  • Providing analysis and data visualization of proposed and approved operating and capital budgets and amendments.
  • Creating and maintaining easy-to-understand visual representations of data and modeling of financial information.
  • Managing data and relevant key performance indicators (KPIs).
  • Tracking the progress of approved Capital projects and legislative priorities from past fiscal year budgets.
  • Preparing regular reports, including post-audit analysis of departmental budgets and program performance, historical trends, external funds, and Council budget priorities throughout the year.
  • Working in a legislative team environment to ensure adequate coverage and support services to legislative committees as assigned, including scheduling and staffing hearings, filing and posting notices, preparing background and discussion points, and drafting minutes and committee reports under tight deadlines.
  • Maintaining accurate and complete hearing files and preparing the same for permanent archiving.
  • Researching issues of interest to Councilors and drafting resolutions and reports resulting from research undertaken for Councilors or Council committees.
  • Supporting the general administration and operations of the City Council as part of the Central Staff team.
  • Assisting with special projects and performing other duties as assigned by the Director of Legislative Budget Analysis or the Staff Director.

Minimum Entrance Qualifications:

  • Applicants must have at least four (4) years of full-time, or equivalent part-time, experience involving budget or data analysis.
  • A bachelor's degree in a related field may be substituted for two (2) years of the required experience.
  • Ability to prepare and analyze budgetary and financial matters; analyze systems and procedures; define or identify management problems and recommend solutions; prepare clear and concise statistical and evaluation research reports.
  • Knowledge of methods and techniques of program evaluation, government fiscal management, and budgeting preferred.
  • Proficiency in Tableau and Google Sites.
  • Intermediate level of understanding of Excel or equivalent required, advanced preferred.
  • Prior experience with Access or other database management systems preferred.
  • Prior experience with public accounting principles and procedures, is a plus.
  • Ability to exercise good judgment and focus on detail as required by the job.
  • Excellent communication and writing skills.
  • Excellent interpersonal skills; ability to work independently and in a collaborative team environment, and with a diverse array of constituents and staff.
  • Ability to follow directions from multiple people and maintain confidentiality.

BOSTON RESIDENCY REQUIRED

 

Terms:

Union: Non-Union

Salary Range: $74,000-$96,000, commensurate with experience and years of service

Note:  City Council Central Staff salary ranges are set by ordinance and meant to accommodate the accumulation of years of service
