Overview:

Under the general supervision of the Policy and Compliance Manager, the Construction Monitor promotes and increases business opportunities for minority and women-owned businesses by monitoring compliance with the City of Boston Executive Order and Ordinance governing M/WBE use on public construction projects.

 

The Department of Supplier Diversity sits in the Economic Opportunity and Inclusion (EOI) Cabinet. It represents an integral part of the Mayor's mission to create a more economically equitable city. The Department of Supplier Diversity certifies businesses and manages programs that work to ensure small and diverse businesses have access and are better positioned to compete in City contracting.

Responsibilities:

  • Works with various city departments to ensure compliance and monitors progress on supplier diversity goals, compliance with equitable procurement standards, and performance on other key metrics. 
  • Conducts investigations for cases of potential fraud or abuse of the program. 
  • Attends pre-construction conferences and other meetings as required. 
  • Provides technical assistance to contractors; traces and ensures verification of documentation submitted by the general contractor, prepares and forwards memo of approval to awarding authorities, and prepares project chronologies for corrective action meetings with contractors. 
  • Maintains database system of monthly construction activity reports; assists the Policy and Compliance Manager in preparation of various reports. 
  • Schedules and conducts corrective action meetings with contractors; prepares written reports of corrective action meetings; makes recommendations. 
  • Communicates with the Supplier Diversity City Certification unit to ensure that all M/WBEs identified are City of Boston certified or in the process of certification. 
  • Forwards written request to contractors for necessary documentation to close out project files, and any other related duties. 
  • Performs related work as required.

Minimum Entrance Qualifications:

  • At least four (4) years of full-time, or equivalent part-time, experience in administration. 
  • A bachelor's degree may be substituted for the required experience. 
  • Strong oral and written skills. 
  • Strong organizational skills. 
  • Good math skills. 
  • Ability to interpret government regulations. 
  • Demonstrated ability to analyze data. 
  • Knowledge of federal regulations and city guidelines, and of software such as Google Suite, Microsoft Office (Word, Excel), and database program use is preferred. 
  • Ability to exercise good judgment and focus on detail as required by the job.
