Overview:

Under the direction of the Chief of Staff, the Director of Human Resources and Payroll manages human resources operations of the Environment, Energy, and Open Space (EEOS) Cabinet to ensure compliance with approved City policies.

Responsibilities:

  • Manages all department human resources functions, including recruiting, training, organizational development, and related areas in accordance with laws, collective bargaining agreements, and City rules and regulations.
  • Oversees the department's compliance with the attendance, residency, and other policies, including medical leave, FMLA, ADA, and other human resource issues.
  • Assists with representing the Department in collective bargaining negotiations and leads or advises supervisors in disciplinary investigations, hearings, and other matters in confidence.
  • Represents the department in employment-related hearings, including unemployment, workers' compensation, and retirement board proceedings.
  • Supervises employees who process the Department's payroll.
  • Oversees the completion of hiring/promotion/termination documentation, budget amendments, job descriptions, and job postings; coordinates the approval process of newly created positions, oversees time and attendance tracking and documentation, including timesheets, eforms, etc.; processes salary adjustments and increases in a timely manner.
  • Conducts new employee orientations and assists with all staff onboarding where applicable.
  • Acts as liaison for the City's Office of Human Resources; collaborates with the Office of Labor Relations and Legal Adviser on employment-related matters. Works within the guidelines of the department's various collective bargaining agreements and assists the City's Office of Labor Relations with research and grievance preparation.
  • Represents departments at grievance hearings and dispute resolutions as requested.
  • Maintains personnel records and official files to include: attendance and leave records, medical records, and residency requirements. Ensures employee files are complete and up-to-date.
  • Prepares a variety of statistics and reports pertaining to human resources activities.
  • Mediates conflicts between employees; works to improve communication within and between groups; answers questions from employees concerning personnel policies and procedures.
  • Prepares employee separation notices and related documentation and conducts exit interviews to determine reasons behind separations.
  • Performs related work as required.

 

Minimum Entrance Qualifications:

 

  • Bachelor’s degree in human resources, public administration, business administration, labor relations, or related field is preferred and may be substituted for (2) years or prior experience; and four (4) years of experience in either human resources or labor relations, including two (2) years in a supervisory capacity. An equivalent combination of education and experience may be substituted. Advanced degree in public or business administration with a concentration in human resources management, legal studies, or labor law degree preferred.
  • Knowledge of human resources policies and procedures such as ADA, FMLA, worker's compensation, etc.
  • Strong written and verbal communication skills to communicate effectively with individuals, small groups, and in front of large audiences at all levels of the organization.
  • Ability to work independently under deadline and with sensitivity to confidential matters. 
  • Ability to apply laws, rules, regulations, specifications, and standards in compliance with documented policies and procedures.
  • Working knowledge of the PeopleSoft HRMS or similar Human Resource Management Systems.
  • Knowledge of the City's personnel practices and procedures strongly preferred.
  • Ability to exercise good judgment and focus on detail as required by the position.
  • Position requires a high level of accountability and an ability to make critical decisions and work to ensure the success of those decisions.
  • Strong project management skills, organizational skills, and time management skills.
  • Thorough knowledge of public sector personnel and labor practices and applicable federal and state laws regulating hiring and collective bargaining matters. 
  • Thorough knowledge of employee classification, compensation and benefits, recruitment, selection, training, and labor relations. 
  • Management experience in an enterprise level electronic payroll system environment preferred.
  • Integrity, initiative, judgment, discretion, dependability, and ability to work under pressure and deadlines are essential.
  • Knowledge of budget preparations and procedures, Proven organizational skills, as well as excellent oral and written communication skills are required.
  • Must have familiarity with Administration/HR/Labor Relations policies and procedures. 
  • Strong management and supervisory skills. 
  • Skill in the use of personal computers, particularly word processing and spreadsheet applications. Excellent public relations skills. Solid negotiating skills. 
  • BAIS HRMS, Microsoft Word, Excel, Access, and Google Suite strongly preferred.
  • Ability to interact in a positive and effective manner with personnel at all levels of authority.
  • Ability to communicate clearly and concisely, in writing and orally. 
  • Ability to recruit, interview, and evaluate job applicants for diverse positions.
  • Ability to maintain accurate and detailed records. 
  • Ability to prepare and analyze comprehensive reports. Ability to carry out assigned projects to their completion. 
  • Ability to efficiently and effectively administer a human resource system. 
  • Demonstrated problem solving ability and ability to maintain productive interpersonal relations in a complex and changing environment.
  • Ability to work effectively in a multi-cultural, multi-ethnic work environment.

 

BOSTON RESIDENCY REQUIRED.
