Overview:

Under the direction of the Supervising Traffic Engineer, the Assistant Supervising Traffic Engineer for Permits and Special Events supports the review, approval, and coordination of temporary changes to traffic and parking rules and regulations for special events and construction activities in the City of Boston—specifically, the Assistant Supervising Traffic Engineer reviews, and provides technical guidance and recommendations related to construction management plans (CMP) and transportation management plans (TMP) for permitted construction and special events. This work includes reviewing interim changes to curbside regulations for the following permits: special events, street occupancy, street excavation, moving, crane, play street (block parties), walks, road races, parades, rallies, assemblies, valet parking areas, municipal lot and other permits as directed by the Deputy Chief for Transportation/BTD Commissioner. Assistant Supervising Traffic Engineer reviews permits for compliance with City, State, and Federal laws, statutes, ordinances, and the City of Boston Traffic Rules and Regulations, Streets Cabinet Policies, and Boston Transportation Department (BTD) Standard Operating Procedures. 

The Assistant Supervising Traffic Engineer represents the Boston Transportation Department (BTD) and Streets Cabinet at internal and external meetings and is the front door of the department for key constituencies around special events and major construction. The Assistant Supervising Traffic Engineer plays a central role for the Streets Cabinet in coordinating construction and special event activities in partnership with BTD Operations and Enforcement, Public Works, Planning, Inspectional Services, Boston Police, Fire, and EMS, Office of the Parking Clerk, the City of Boston Special Events Committee, Office of Neighborhood Services and state agencies such as the MassDOT and MassPort.

Responsibilities:

  • Supervises and assigns work and tasks to the engineers in the permits and special events unit. 
  • Recommends standard operating procedures, business process models, and workflows for the permits and special events unit. 
  • Supervises the workflow of special events permits in the Information Public Sector (IPS) solution. 
  • Coordinates permitted construction activities with Public Works. 
  • Coordinates temporary changes to traffic and curbside regulations with BTD Operations and Enforcement. 
  • Reviews and maintains maintenance records of work performed for data completeness and accuracy. 
  • Tracks critical path workflows related to program and project management.
  • Reviews of street occupancy, street excavation, construction management plans, transportation management plans, utility grant of location requests, engineering reports, concept designs, stamped engineered plans, drawings, and technical specifications.
  • Conducts site visits to permitted construction and special event sites and monitors construction activities for compliance with construction management plans and traffic management plans. Enforces compliance when necessary, i.e., shut down work and or suspend or revoke permit.
  • Attends meetings as a representative of the department and works with internal and external stakeholders to implement special events. 
  • Works with Supervisors in other departments at a Cabinet level. 
  • Performs related work as required. 

Required to work in any emergency as directed by the Commissioner of Transportation. 

Minimum Entrance Qualifications:

 

  • Applicants must have at least five (5) years of full-time, or equivalent part-time, technical or professional experience in engineering work of which at least three (3) years must have been in a professional capacity and at least one (1) year have been a supervisory, managerial or administrative capacity or any equivalent combination of the required experience and the substitutions below. A degree in Engineering is preferred and may be substituted for two (2) years of the required experience.
  • Working knowledge of the National Association of City Transportation Officials (NACTO) Transit, Street, and Urban Bikeway Design guides, MassDOT’s Separated Bike Lane Planning and Design Guide, Boston Complete Streets Guidelines, Manual on Uniform Traffic Control Devices (MUTCD), and relevant American Association of State Highway and Transportation Officials (AASHTO) and Federal Highway Administration (FHWA) guidelines.
  • Ability to collaborate with a diverse range of stakeholders, including other City departments, public agencies, private consultants, and advocacy groups.
  • Working knowledge of traffic engineering principles, practices, and terminology applicable to the design of highway facilities; construction materials, specifications, and costs as applicable; and supervisory principles and practices.
  • Demonstrated ability to develop and implement special events operations plans.
  • Willingness to conduct field visits to inspect construction activities for compliance.
  • Proficiency with cloud-based productivity suites such as Google Workspace or Microsoft Office programs is required and experience with collaboration and work management software applications is required. 
  • Experience implementing new technology and hardware is preferred.
  • Excellent oral and written communication and organizational skills.
  • Must be willing to travel within the City of Boston and respond to emergencies as required. 
  • A Massachusetts driver's license is preferred.
  • Ability to exercise good judgment and focus on detail as required by the job. 

Boston Residency Required.
