Overview:

As a strategic leader within the Boston Police Department, the Director of Network and Data Center Operations ensures the resilience, security, and high performance of mission-critical IT infrastructure that directly supports public safety operations and emergency response. This role leads a team of IT professionals, overseeing critical systems such as CAD/RMS, video surveillance, and digital evidence storage. The Director is responsible for maintaining compliance with CJIS, NIST, and other security frameworks while optimizing technology resources to enhance operational efficiency.

Responsibilities:

  • Oversee the design, implementation, and optimization of high-performance network infrastructure supporting law enforcement operations.
  • Manage hybrid IT environments, ensuring seamless integration of cloud and on-premises infrastructure.
  • Ensure 24/7 availability and rapid incident response for network and data center resources.
  • Administer and troubleshoot wireless networks, including cellular, WiFi, and point-to-point microwave technologies.
  • Implement and enforce cybersecurity best practices in alignment with CJIS, NIST, and law enforcement IT security frameworks.
  • Lead risk assessments and vulnerability management to safeguard sensitive law enforcement data.
  • Ensure secure remote access via encryption standards, VPN tunneling, and multi-factor authentication (MFA).
  • Lead and mentor a team of network engineers, system administrators, and IT professionals.
  • Provide strategic technical guidance to Systems Operations teams.
  • Develop training programs to keep staff updated on emerging technologies and security threats.
  • Foster a culture of collaboration, innovation, and continuous improvement.
  • Develop and execute long-term strategies for network and data center advancements.
  • Manage IT infrastructure budgets, negotiate vendor contracts, and identify cost-saving opportunities.
  • Ensure optimal resource allocation for IT projects and mission-critical initiatives.
  • Align IT infrastructure strategies with operational needs in close coordination with law enforcement leadership.
  • Partner with the City of Boston (DoIT), external agencies, vendors, and service providers to enhance network capabilities.
  • Provide executive leadership with technical recommendations for infrastructure improvements.

Minimum Entrance Qualifications:

  • Bachelor’s degree in MIS, Computer Science, Electrical Engineering, or a related field, or equivalent experience.
  • Minimum of five years of IT management experience, preferably in law enforcement, government, or large-scale enterprise IT environments, with direct oversight of budgets and personnel.
  • At least three years of direct management experience leading IT professionals.
  • Expertise in enterprise network design, system administration, and infrastructure architecture.
  • Hands-on experience with:
  • Active Directory Domains and Server Operating Systems
  • Virtual systems, Windows Server, Linux, Backup and Replication systems
  • Cisco and Dell Switches, Juniper Firewalls, and G-Suite Administration
  • Video management systems (FLIR Control Center, Avigilon, Genetec)
  • Wireless network troubleshooting (cellular, WiFi, Point-to-Point Microwave)
  • Strong leadership and decision-making capabilities in high-pressure environments.
  • Excellent communication skills with the ability to convey IT strategies to executive leadership.
  • Proven project management expertise in handling multiple initiatives simultaneously.
  • Deep knowledge of ITIL 4 principles and change management strategies.
  • Advanced understanding of network security protocols, including:
  • Firewall Management
  • Access Control & Authentication
  • Intrusion Detection & Prevention
  • Patch Management & Updates
  • Encryption & Secure Communications
  • Ability to optimize and automate IT operations for efficiency and risk mitigation.
  • This role requires 24/7 availability for emergency response, including cybersecurity incidents and network failures affecting law enforcement operations.
  • Occasional travel for training, conferences, or inter-agency collaboration.

Preferred Certifications

  • ITIL 4 Managing Professional (MP)
  • Project Management Professional (PMP)
  • Cisco Certified Internetwork Expert (CCIE) or Cisco Certified Network Professional (CCNP)
  • CJIS Security Clearance (or ability to obtain)
