Overview:

Under the direction of the Director of Parking and Curbside Management, the Program Manager will coordinate people and processes to ensure that key projects for the Boston Transportation Department (BTD) are delivered on time, and accurately, and produce the desired results. The Program Manager will assist in project design, management, and evaluation of the implementation of key transportation initiatives to improve street safety and curbside access and gather insight on best practices for strategic project delivery.  The Program Manager will facilitate and track work across multiple complex workstreams and initiatives.

 

Essential work activities include: developing and implementing project plans; overseeing and coordinating progress amongst multiple contracted vendors and internal teams; conducting research and performing data analysis; evaluating policies, practices, and procedures; maintaining stakeholder relationships; and other activities related to the design and rollout of new curbside management practices, policies, and technology. Through this work, the Program Manager will also test and evaluate project management and change management strategies, aimed at improving interagency collaboration, public innovation, and testing of new technology and practices to inform an agile and data-oriented curbside management strategy.

Responsibilities:

Transformation Program Management:

  • The Program Manager will use project management tools to scope, assist and ensure timely delivery of multiple complex projects in a fast-paced environment with many partners, stakeholders, and competing priorities.
  • Collaborate effectively and efficiently with a variety of stakeholders within the Streets Cabinet and the wider organization to build well-structured project plans.
  • Translate organizational and business needs into comprehensive project plans including objectives, timelines, and milestones.
  • Assist with managing deliverables and project execution activities from the initiation phase through post-live support, including needs and risks assessments, build, implementation, analytics, innovation, maintenance, and enhancements.
  • Works with all organizational levels and groups, as well as external vendors and community stakeholders, and continuously briefs the Director on where all projects stand.
  • Identifies and facilitates ongoing clear communication with all project stakeholders, including coordinating studies, meetings, and workshops throughout the project life cycle to progress work, promote consensus, and gather feedback and approvals.
  • Produces tools, templates, process documents, and other materials in conjunction with other project management staff in BTD and across other departments, especially for those assigned projects.
  • Assists and supports internal and external change management activities through the development and delivery of visual, oral, and written communications that capture and compel the adoption and embrace of the project. Supports drafting of project website updates and other project communications.
  • Collaborates with internal departments to plan and implement public participation components for all projects. Includes collecting data and facilitating meetings with constituents, community groups, and non-city partners to inform the public,answer questions, and clearly communicate project objectives.

Public-Sector Innovation:

  • Conducts and leads process/project improvement analyses and qualitative research via user experience design.
  • Assist with conducting policy research with quantitative aspects and an implementation focus contextualizes research to local relevance and synthesizes content to facilitate project dialogue.
  • Researches effective methods of organizational management to ensure current and effective practices.
  • Provides knowledge transfer and support to internal stakeholders post-implementation.

General:

  • May assist in representing OPC and BTD at meetings with department leadership and employees, and in public-facing meetings and events.
  • Performs additional duties, as assigned.
  • Responds promptly and courteously to all inquiries.

Minimum Entrance Qualifications:

  • At least three (3) years of full-time, or equivalent part-time, professional experience in project management, public or business administration, finance, or related field required.
  • A Bachelor’s degree in business management, public administration, or a related field is preferred and may be substituted for two (2) years of the required experience.
  • Ability to lead strategic planning initiatives that involve multiple stakeholders and diverse needs. Prior experience with Innovation or change Management programs or projects preferred.
  • Prior experience with transportation and curbside management strategies is preferred.
  • Passion for public sector innovation, municipal service delivery, and data-driven decision-making.
  • Strong interpersonal skills and a willingness to work as part of a team.
  • Ability to thoughtfully communicate with City leadership and build buy-in with relevant stakeholders around a shared vision for achieving results.
  • Excellent oral and written communication and organizational skills.
  • Proficiency with Microsoft applications and Google Suite.
  • Dedication to serving the public and City workers, passion for learning, and a desire to make a difference.
  • Ability to plan and multitask, establish priorities, and meet deadlines in a fast-paced environment.
  • Ability to influence and inspire teams at all levels of the organization, and to use diplomacy in working relationships to manage conflict effectively and efficiently.
  • Ability to exercise good judgment, receive constructive feedback, and focus on details as required by the job.
