Overview:

Second Assistant Collector Treasurer reports directly to the First Assistant Collector Treasurer and plays a key role in the development of the department’s strategy and priorities. The ideal candidate will possess excellent supervisory, management, and communication skills. The successful candidate is responsible for the management, and supervision of the Collecting Division. He/she must be prepared and able to represent the Collecting Division at the Massachusetts Registry of Deeds, Land Court, City Council hearings, interdepartmental meetings, and external meetings. They also must be able to act in the capacity of First Assistance Collector Treasurer as may be required.

Responsibilities:

  • While providing support to the First Assistant Collector-Treasurer, he/she assumes full responsibility for the Collecting Division in their absence.
  • Responsible for the collection of City Finances, including but not limited to Real Estate tax, Personal Property tax, Motor Vehicle tax and Boat Excise tax, Business Improvement District payments, Code Enforcement payments, and Community Preservation payments and maintaining a high collection rate.
  • Responsible for supervisory, administrative, and technical work in assisting the First Assistant Collector-Treasurer with all duties of the office including the tax related matters, including but not limited to the receipt, refunds, and tax liens.
  • Provides leadership and guidance to division managers to evaluate and identify changes to the department’s priorities, processes, organization, and systems.  
  • Actively participates in the annual tax-taking process by working collaboratively with the Law, Auditing, and Neighborhood Development departments.
  • Responsible for the filing of all Tax Takings with the Massachusetts Registry of Deeds on an annual basis
  • Responsible for the Tax Foreclosure process.
  • Responsible for approving and filing the required paperwork for releasing property tax liens.
  • Participate in and represent the Collecting Division on a variety of committees, working teams, task forces, and other groups.
  • Oversees taxpayer notifications in all taxation related matters.
  • Represents the Collecting Division by working with other municipal stakeholders, including but not limited to the Delinquent Motor Vehicle Excise vendor, Massachusetts Department of Revenue, Registry of Motor Vehicles, and Appellate Tax Board.
  • Conducts research and keeps current with trends in municipal collection practices, and prevailing or best accounting practices. Evaluate and recommend business process changes and application modifications or enhancements to ensure that high collection rates are maintained.  
  • Oversees and participates in the accurate and timely filing of financial reports as needed to regulatory bodies
  • Implements system changes and enhancements of all collection methods, including but not limited to online payments. Telephone payments and the cashiering system.
  • Oversee and participate with the First Assistant Collector Treasurer in regard to department personnel, including but not limited to timekeeping, performance review, hiring of and retention of staff. 
  • Assists with various tax related requests and special projects as needed.

Minimum Entrance Qualifications:

  • Six (6) years full-time or equivalent part-time, professional experience, of which four (4) years must have been in a supervisory capacity. Supervisory experience may not be substituted. 
  • Experience in supervision in a unionized environment preferred.
  • A master’s degree from an accredited college or university with specialization in accounting, finance, business administration or related field is required, and may be substituted for three (3) years of the required experience.
  • Demonstrated ability to communicate effectively both orally and in writing with a diverse range of people.
  • Exhibit the ability to establish and maintain effective working relationships with subordinates, peers, superiors, public and private representatives.
  • Possess or be able to secure and maintain approval as a Notary.
  • The ability to work with limited direct supervision, and perform assigned duties in an accurate, timely, and professional manner.
  • Proven ability to supervise, lead, and guide assigned staff, while communicating division’s objectives, goals, and performance standards.
  • Knowledge of and competency in the use of MUNIS Tax Billing and Collection system preferred.
  • Knowledge of Massachusetts General Laws and the City of Boston policies and procedures (e.g., Motor Vehicle Excise and Boat Excise tax, Real Estate and Personal Property tax and Tax Title).
  • Proven ability to exercise good judgment and focus on detail as required by the job.
  • Knowledge of and competency in the use of Microsoft Office Suite including Excel, Word and PowerPoint.
  • Knowledge of additional digital tools, such as Google Suite and Adobe.
