Overview:

Brief Job Description (essential functions of the job):

 

The mission of the City of Boston Assessing Department is to accurately collect data, assess property at its full and fair cash value, and provide prompt and courteous service to the public. The Assessing Department is a leader in municipal valuation and seeks to maintain that status by attracting talented experience to our core staffing.

 

Reporting to the Director of Valuation serves as a member of the Operations Management Team of the Valuation Division. Responsible for the management of division staff as well as the planning and management of projects designed to meet state-mandated deadlines as well as departmental goals.

Responsibilities:

  • Plans and implements standard annual valuation projects.
  • Analyzes market and taxation changes and designs and conducts special projects in response. 
  • Reviews and analyzes all projects upon completion for potential improvements. 
  • Participates in weekly inter-division priority review meetings. 
  • Collaborates with other divisions, units, departments, and agencies as necessary. 
  • Trains, assigns, and supervises division staff, including site visits with staff.
  • Positions responsible for supervising and training include, but are not limited to, Assistant Assessor Trainee, Assistant Assessor, and Supervisor of Assistant Assessor. 
  • This position may also be assigned to supervise other titles in a lower grade. 
  • Oversee the management of the data and records generated. 
  • Handles special assignments and oversees provision of information to the public and other agencies/departments.
  • Performs related duties as required.

Minimum Entrance Qualifications:

  • At least five (5) years of professional experience in real estate appraisal or related field.
  • Appropriate educational substitutions may be accepted for up to two (2) years of the required experience, and a bachelor's degree in business, public administration, or a related field is preferred.
  • At least two (2) years of supervisory experience are preferred.
  • Professional designation - MAA, CMA, CAE (MA. Accredited Assessor, Certified MA Assessor, Certified Assessment Evaluator) is preferred.  
  • Thorough knowledge of valuation methodology, including CAMA (computer-assisted mass appraisal) systems and appraisal of complex and/or specialized properties preferred.
  • Thorough knowledge of assessing operations, MA Department of Revenue requirements, and departmental standards and goals preferred.
  • Demonstrated project planning, design, management, and review skills preferred. 
  • Professional oral and written communication skills preferred.
  • Data management and interpretation skills are preferred. 
  • Ability to prepare appraisal reports, management documents, and professional communications and analyses, including data and statistical information preferred. 
  • Ability to make presentations and to communicate effectively with internal and external constituencies preferred. 
  • Demonstrated teamwork and interpersonal skills preferred. 
  • Demonstrated ability to train and motivate staff preferred.
  • Demonstrated analytic and problem-solving skills; initiative and flexibility preferred. 
  • Valid MA State Driver's License preferred.
  • Ability to exercise good judgment and focus on detail as required by the job.

BOSTON RESIDENCY REQUIRED

Union/Salary Plan/Grade: SENA/MM1-7
