Overview:

The Department of Innovation and Technology (DoIT) is leading the digital transformation of government in the City of Boston. Partnering with every City department, we implement technology solutions that modernize government processes, create world-class experiences for our constituents, and develop tools and practices to create a data-driven approach to City operations. DoIT’s work spans programs that include Infrastructure, Enterprise Applications, Digital Engagement and Services, Data and Analytics, Cyber Security, Emerging Technology, Operations, and Broadband, Cable, and Digital Equity. DoIT is looking for an experienced Senior Manager Of Delivery to provide thought leadership and operational enablement for project and product delivery across DoIT. This role will focus on driving alignment across programs, and ensuring effective collaboration to achieve high-impact results that consistently center value for Bostonians.

 

As the Senior Manager Of Delivery, you’ll play a pivotal role in shaping how DoIT delivers value to its partners and the City. This position offers a unique opportunity to empower teams, design and drive streamlined processes, and foster a culture of proactive planning and continuous improvement. You’ll lead the department’s efforts to manage a dynamic portfolio of projects, connect teams through shared practices, and promote Agile methodologies that enable DoIT to meet the City’s evolving needs.

Responsibilities:

This role will coordinate the department’s project portfolio by setting and maintaining standards across our diverse teams. Through facilitated collaboration of shared processes, you’ll help deliver meaningful results across the organization.

  • Develop and maintain a comprehensive, coordinated view of the department’s project portfolio to provide visibility into scoped engagements, dependencies, and alignment with strategic organizational priorities.
  • Design, implement, and curate shared standards, processes, and systems for delivery, including but not limited to project scoping, planning, communications, risk management, and budgeting.
  • Establish and track delivery metrics and reporting mechanisms to provide actionable insights into project status and portfolio performance.
  • Collaborate with department leadership to support a comprehensive delivery strategy that advances Boston’s technology and innovation goals.

 

Delivery Solution Consulting

You’ll draw on your expertise in project and product delivery to co-create solutions that complement each teams goals and strengths. Solutions will leverage delivery frameworks and technology tools; our current applications (which will change over time) include Google Workspace, Smartsheet, Jira, and Miro.

  • Collaborate with diverse stakeholders to translate team delivery needs into digital solutions; leverage available project and product management SaaS applications (e.g., Jira, Smartsheet) to design processes that simplify collaboration and facilitate successful delivery.
  • Develop and maintain best practice templates, playbooks, and resources for project delivery.
  • Advise and coach teams for how to translate Agile concepts into product delivery artifacts, including guidance for creating visual roadmaps, user stories, backlog refinement practices, Scrum ceremonies, release notes, and methods to incorporate user feedback.
  • Facilitate learning opportunities by organizing peer learning sessions, retrospectives, or knowledge-sharing forums to help project and product managers exchange insights, address challenges, and celebrate successes.

 

Strategic Project Management

You’ll play a key role in guiding high-priority projects and cross-functional initiatives by advising on project management best practices, mitigating risks, and ensuring seamless execution. By providing structure, expertise, and strategic oversight, you’ll help teams navigate complexity and deliver impactful results.

  • Create and review project management artifacts for high-priority projects and cross-functional initiatives.
  • Partner with the DoIT Finance team to monitor and report on capital project budgets.
  • Design and lead delivery review sessions across DoIT divisions to ensure alignment, resolve roadblocks, and track measurable progress.
  • Collaborate with service owners and Business Relationship Managers (BRMs) to identify, prioritize, and mitigate delivery risks and issues.
  • Provide short-term consulting to critical or high-risk projects, working with a variety of stakeholders.

Minimum Entrance Qualifications:

  • Experience: At least five (5) years of work as a project manager or delivery lead, preferably working with government, education, or technology groups. A Bachelor's degree in Information Technology, Business Administration, Public Administration or a related field may be substituted for two (2) years of experience. Equivalent combinations of education and experience will be considered.
  • Delivery Expertise: Proven track record in developing and implementing delivery plans that align with organizational goals and priorities, demonstrating the ability to shift between and respond to project and product planning disciplines based on organizational needs.
  • Technical Proficiency: Demonstrated expertise in leveraging project management platforms and Agile software tools (e.g., Jira, Trello, Microsoft Project, Asana, Monday.com) to successfully coordinate work across teams to achieve delivery objectives. 
  • Domain Knowledge: Proven ability to navigate the unique challenges and opportunities of government IT or similarly complex environments, balancing public policy, security requirements, and cross-agency collaboration to ensure project success.
  • Communication Skills: Excellent written and verbal communication skills that facilitate discussions towards solutions, considering topics and challenges related to technology, business requirements, and project management constraints; an approachable and inclusive communicator.
  • Proactive Leadership: Demonstrated ability to take ownership in ambiguous or evolving situations, address gaps, and structure actionable plans that drive outcomes.
  • Collaboration and Inclusion: Effectively builds trust and alignment among diverse organization stakeholders by proactively identifying and resolving conflicts, openly sharing knowledge, facilitating consensus-driven discussions, and contributing to team cohesion and engagement.

 

Preferred but not required:

 

  • Certifications: Certifications in project and/or product management (e.g., PMP, PMI-ACP, CSM, CSPO, SAFe POPM).
  • Agile Expertise: Experience implementing or advancing Agile practices within an organization, including mentoring teams in Agile methodologies and frameworks.

 

BOSTON RESIDENCY REQUIRED. You must live within Boston city limits at the start of your employment.
