Overview:

The Treasury Department is seeking a Deputy Treasurer (Second Assistant Collector Treasurer) who will report directly to the Treasurer (First Assistant Collector Treasurer). The Deputy Treasurer is responsible for the management and supervision of the Treasury Department and its divisions. The ideal candidate will possess excellent supervisory, management, and communication skills. They must be ready to represent the Treasury Department on various committees, City Council hearings, interdepartmental meetings, and external meetings. They must also be able to stand in for the Treasurer as needed. This position is designed to be in-person and adheres to the City’s related policies.

Responsibilities:

  • Responsible for assisting the Treasurer with all duties of the office, including the receipt, disbursement, banking and investment of city funds, and the borrowing of money; all state and federal taxes, adjustments, and other related work.
  • Work closely with Directors to directly manage sections within Treasury including the Operations, Finance, Trusts and Community Preservation divisions.  
  • Assist with staffing decisions, including any personnel issues, reporting structures, standard operating procedures, and discipline issues and resolutions.
  • Conduct research and stay up to date with federal and state regulations, accounting standards, trends in municipal financial structures, and best practices in Treasury management to optimize financial resources and investments. 
  • Recommend process changes and application modifications or enhancements as appropriate.  
  • Lead the development, monitoring, and reporting for the department’s budget processes and ensure department budgets are cost-effective and sustainable. Fully responsible for the allocation of the department’s budget across all sections.
  • Manage the City’s investments, including cash management, short-term investments, and long-term financial strategies.
  • Oversee the City’s financial transactions, including payments, receipts, and investments, to ensure accuracy and compliance with financial policies.
  • Manage daily cash flow processes, account balances, forecasting, and analysis.
  • Manage banking portals, banking statements, and related procedures.
  • Authorize procurement and purchasing activities, participate in requests for proposals for department services ensuring compliance with city regulations and standards.
  • Supervise all program requirements of the 403(b) and 457 plans. Review and authorize documents while ensuring compliance with federal requirements.
  • Participate in developing strategies and managing community-based programs and initiatives that align with the City's goals; stay up to date on taskforce groups, grant lifecycle, and policy development. Attend internal and external stakeholder meetings as needed.
  • Assist with financial oversight and fiduciary management of all funds, including special funds and trust funds, ensuring timely and accurate reporting and accounting. Oversee preparation and execution of bond deals, filing of financial reports and returns with the Internal Revenue Service, Massachusetts Department of Revenue, and the Massachusetts Division of Local Services and Annual Compliance Information Statement with Digital Assurance Certification (DAC) and Electronic Municipal Market Access (EMMA).
  • Perform other related duties as assigned.

Minimum Entrance Qualifications:

  • Six (6) years of full-time, or equivalent part-time, professional experience, of which four (4) years must have been in a supervisory capacity. Supervisory experience may not be substituted. Supervisory roles which manage union members are considered a plus. 
  • A master’s degree from an accredited college or university with specialization in accounting, finance, business administration, or related field is required and may be substituted for three (3) additional years of the required experience.   
  • Experience in work where the major duties included financial analysis, auditing, investment, or accounting. Community development, grant programming, and regulatory compliance experience are a plus.
  • Ability to exercise good judgment and high attention to detail.  
  • Demonstrated ability to communicate effectively orally and in writing with a diverse range of people. 
  • Exhibit ability to establish and maintain effective working relationships with subordinates, peers, superiors, and public and private representatives.
  • Display ability to work with limited direct supervision and perform assigned duties in an accurate, timely, and professional manner. 
  • Ability to produce, interpret, collect, organize, and compare financial data from a variety of sources for accuracy and completeness.
  • Organize large volumes of detailed data and information while maintaining accuracy and detecting any errors.
  • Track record of supervising, leading, and guiding staff while communicating the division’s objectives, goals, and performance standards.
  • General knowledge of Massachusetts General Law (MGL) as it applies to municipal finance is highly desirable.
  • Expertise in Microsoft Suite, such as Excel, Word and Powerpoint, as well as additional digital tools, such as Google Suite, Bloomberg and Adobe. 
  • Financial certifications are a plus. The successful candidate must be eligible to be bonded.
