Overview:

The Infrastructure & Design team is seeking an experienced, hands-on, impactful, and highly motivated Deputy Capital Projects Design Director for Planning who wants to be a part of transforming how people experience and move about the City of Boston. 

 

The selected candidate will have the ability to propose new ideas and to advance them in collaboration with multiple, diverse constituencies and public agencies. The ideal candidate must have an outstanding track record of proven results championing walking, bicycling, and transit.

Responsibilities:

  • Manages and supervises the team of Infrastructure and Design Project Planners, setting the work plan, budgeting, and staff assignment. 
  • Participates in the formation and/or update of standard operating procedures and processes for the design and construction of streets to meet the City of Boston's goals and industry best practices. 
  • Assists in the development of project scopes, schedules, and budgets to manage the City’s resources and implement Go Boston 2030 and other applicable plans. 
  • Reviews compliance requirements with various regulators and regulatory limitations and makes recommendations. 
  • Implements the Boston Bike Network Plan and similar actionable capital programs under Go Boston 2030 and subsequent citywide plans by overseeing the design and implementation of projects. 
  • Liaises with advocacy groups, community organizations, elected officials, and other external stakeholders on infrastructure goals and plans. 
  • Creates protocols for the systematic collection, storage, and analysis of data relative to safety, walking, bicycling, and street use in general. 
  • Oversees and continuously improves the Safety Surge programs to build speed hump zones and safer intersections across the city. 
  • Develops funding goals including identifying and applying for new grants and managing complex budget-related reporting requirements for city and grant funding.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • Seven (7) years of full-time, or equivalent part-time, professional or technical experience in urban planning, regional planning, land use planning, engineering or transportation planning, the duties of which included working on public transit projects with a variety of stakeholders, and of which at least two (2) years must have been in a supervisory capacity. 
  • A bachelor’s degree in urban planning, regional planning, engineering, transportation, or a related field is preferred and may be substituted for two (2) years of the required experience. A master’s degree in the above-mentioned field may be substituted for three (3) years of the required experience. Supervisory experience may not be substituted. 
  • Candidates with a Master's Degree are strongly preferred. 
  • Experience with Boston’s national award-winning Complete Streets Guidelines, NACTO’s Transit Street Design Guide, and working knowledge of MUTCD, and relevant AASHTO and FHWA guidelines strongly preferred. 
  • Demonstrated experience in managing people, projects, and budgets. 
  • Demonstrated experience in effectively deploying communications tools including project and program campaigns, and using GIS, Adobe Creative Suite or similar programs, as well as websites, email lists, social media, and community-based communications. 
  • Knowledge of how to manage, implement, and evaluate a diverse set of programs with an eye toward data collection and continued improvement. 
  • Familiarity with city or local government operations. 
  • Ability and willingness to attend weekend events and evening meetings. 
  • Ability to create and implement a strategic plan. 
  • Strong public speaking and communication skills. 
  • Ability to manage, motivate, and develop staff and volunteers.
