Overview:

Under the direction of the Senior Procurement and Grants Manager, the Procurement & Grants Manager oversees procurement and grant administration for the Boston Centers for Youth and Families, performing all related duties as required.

Responsibilities:

Responsibilities as to Procurement:

  • Leads the procurement process for assigned BCYF centers, ensuring efficient and compliant acquisition of goods and services.
  • Serves as the liaison between BCYF and City Procurement, providing clear specifications, facilitating the bidding/RFP process, and managing contract execution.
  • Ensures adherence to all applicable Ch30B procurement laws.
  • Assists the Senior Procurement & Grants Manager in developing specifications for supplies, equipment, and service contracts.
  • Tracks, updates, and shares accurate monthly financial reports in clear and user-friendly formats with the Administration and Finance team members.
  • Contributes to effective communication (verbal and written) with the staff so that they are abreast of any changes in procurement.

 

Responsibilities as to Grant Administration:

  • Supports the oversight of BCYF's current grant opportunities, ensuring project success and compliance.
  • Assists in coordinating grant applications with the City's grant management department and adhering to City Council policy.
  • Supports the setup of grants and their respective account line item budgets.
  • Tracks and monitors all grant expenditures.
  • Monitors and adheres to timelines and deadlines for grant delivery, completion, and reporting, including coordination with partner agencies for grant compliance.
  • Provides technical assistance to grant requesters as needed.
  • Drafts and supports the preparation of financial and management reports in the procurement and grant and other related duties.

 

Financial Management:

  • Receives and processes checks using the cashiering system INOVAH, ensuring accuracy and reconciliation.
  • Participates in information sessions with staff to review any changes from procurement, auditing, and other fiscal concerns.
  • Assists in evaluating procurement and grant business practices.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • At least three (3) years of full-time, or equivalent part-time, experience in office administration or management, accounting, and financial reporting with a concentration in basic accounting and record keeping.
  • A Bachelor's degree in business administration, public administration, or business management from an accredited college or university is preferred and may be substituted for two (2) years experience.
  • One (1) year of supervisory experience
  • Demonstrated and proven organizational skills for compliance and reporting purposes.
  • A broad knowledge of procurement, supplier management, and contract/grant administration is required.
  • Experience with MGL chapter 30B procurement laws preferred.
  • Experience working with federal and state funding preferred.
  • Familiarity with local government operations is a plus.
  • Ability to communicate effectively orally and in writing; to collect and analyze financial data; to prepare reports with findings and recommendations
  • Ability to establish and maintain effective working relationships with colleagues, vendors, employees in other departments, and external agencies.
  • Proficiency in using Microsoft Office and Google Suite is required. Knowledge of software such as BAIS/PeopleSoft applications is preferred.
  • Experience in using the cashiering system INOVAH or similar system.
  • Ability to exercise good judgment and focus on detail as required by the job.
