Brief Job Description (essential functions of the job):

 

Under the direction of the Director of Human Resources, the Payroll Supervisor manages and oversees the operation of the payroll unit for the Office of the Streets, Public Works, Office of the Parking Clerk, and Transportation Departments.

Responsibilities:

The duties of the Payroll Supervisor include, but not limited to, the following:     

 

  • Supervises the work of the payroll employees to ensure the accuracy of the payroll and the meeting of critical deadlines on a daily/weekly/monthly basis.
  • Identifies and resolves problems and/or reports to the Director as necessary.
  • Trains employees and staff on new payroll systems, tools, and any and all new payroll procedures.
  • Applies all Collective Bargaining Agreements (CBA) articles relating to payroll.
  • Performs complex financial or risk control analyses, special projects, or complex transactions as needed.
  • Manages the transition to the department payroll software for scheduling (e.g., ESS) and the upgrade to PeopleSoft with the new Absence Management module and the new time collection tool. Plans and develops administrative procedures with the Director and determines process improvements to the time and labor business process. Implements new and revised procedures with the Director's approval.
  • Works with DoIT, vendors, and other employees as required by the Director and assists in developing the project plan for the payroll systems stated above with the rollout to employees.
  • Assists the Director of Human Resources with establishing and maintaining productive relationships with city department staff, vendors, and other interested parties.
  • Schedules and monitors staff work to ensure that transactions are performed accurately and within deadlines.
  • Arranges meetings and keeps track of dates, times, and location of meeting information (minutes) for various system implementations and trainings.
  • Manages contractual relationships with DoIT and vendors for departmental payroll products; works with staff to ensure that the content and functionality of such products meet the department's identified payroll needs.
  • Performs customer service functions, including answering phone calls, directing calls, answering emails, and other inquiries for internal and external clients.
  • Performs related work as required.

Required to work any and all emergencies as directed by the Chief of Streets or designee.

Minimum Entrance Qualifications:

  • Applicants must possess a minimum of three (3) years of full-time, or equivalent part-time, professional payroll management or administrative experience in management analysis, or professional experience in payroll, business or public administration, accounting, or other related fields using software such as PeopleSoft.
  • A bachelor's degree from an accredited college or university is preferred and may be substituted for two (2) years of the required experience.
  • Knowledge of Microsoft Word, Excel, Outlook, and Access required. Knowledge of payroll software is preferred.
  • Ability to understand Collective Bargaining Agreements.
  • Must be highly organized, with a strong attention to detail and the ability to multitask, establish priorities, and meet deadlines.
  • Strong interpersonal and training skills and willingness to work as a part of a team.
  • Ability to work independently.
  • Ability to exercise good judgment and focus on detail as required by the job.
