Brief Job Description (essential functions of the job):

 

Under the direct supervision of the Assistant Commissioner of Plans and Zoning of the Inspectional Services Department, the Plans Review Manager directly supervises a team of Associate Inspection Engineers (also referred to as plans examiners) in charge of complex zoning and building code review. They provide oversight to ensure permit applications receive thorough, accurate, and timely reviews. The Plans Review Manager is also tasked with setting and maintaining high customer service standards and ensuring communication between applicants and the Complex Plans Review Team is smooth and streamlined. They will provide recommendations and work closely with the Division leadership to maintain efficient operations and a productive and positive work environment.

Responsibilities:

  • A senior Plans Examiner is responsible for reviews of some high-complexity or high-profile applications.
  • Provide supervision for plans examiners and the division's fire protection engineer. 
  • Assign application reviews to plan examiners and manage their daily workloads.
  • Responsible for performance management of plans examiners and fire protection engineer.
  • Responsible for plans examiner and fire engineer staff training, development, and continuous education.
  • Perform related work as required.

Minimum Entrance Qualifications:

  • A minimum of five (5) years of experience in the examination or interpretation of plans for the construction and alteration of buildings and structures, with special knowledge of architectural, structural, mechanical, and electrical engineering principles or related fields of which at least two (2) years must have been in a supervisory and management capacity.
  • An undergraduate degree with a major in engineering, architecture, or construction may be substituted for a maximum of two (2) years of the required experience on the basis of one (1) year of education to six (6) months of the required experience. 
  • Must have familiarity with City of Boston Zoning Laws and State Building Code, as well as the ability to review plans and interpret rules and regulations relating to construction and alteration of buildings and structures. 
  • Familiarity with construction permitting software, including INFOR/Hansen and ProjectDox, is preferred. 
  • Certification as a Massachusetts Building Official is required within twelve (12) months of hire per 780CMR. Failure to meet the requirement will result in termination. 
  • Excellent oral and written communication and organizational skills. 
  • Proficiency with Microsoft applications, Google Suite, and Zoom.
  • Bilingual preferred (Spanish, Haitian Creole, Cape Verdean Creole, Chinese, and Vietnamese). 
  • Ability to exercise good judgment and focus on detail as required by the job.
