Overview:

The Alternative Finance Unit within the Treasury Department is seeking a Senior Analyst, who will report directly to the Asset & Investment Manager. The Senior Analyst will play a key role in the development of the Unit’s strategy and priorities, and the ideal candidate will possess excellent organization, analytical and communication skills, as well as be acutely attuned to financial market and economic conditions. The Senior Analyst is responsible for the ongoing success of the Unit's existing projects, and will participate in growing the Unit’s portfolio through cross-cabinet collaboration. The successful candidate must be ready to roll up their sleeves, dive into existing structures, think outside the box and provide data-backed solutions to the City’s financial needs. The Manager is seeking to fill this position as soon as possible, and this position is designed to be in-person, and adheres to the City’s related policies.

 

Responsibilities:

  • Assists the Manager with evaluating the City’s financial priorities and identifying changes to processes, organization and systems, and implementing priorities as needed.
  • Monitor and support existing Alternative Finance programs.
  • Prepare briefing materials and reports such as cash flow analyses, forecasting reports and other analysis.
  • Monitor existing and participate in new financing structures. 
  • Track debt and investment portfolios, communicate with banks on invoicing and receipts.
  • Prepare reports on briefing materials on innovative industry solutions.
  • Liaise with the City’s external Financial Advisors (FA) and Financial Investors (FI) as well as other external consultants.
  • Support FA and FI in research objectives for policy development.
  • Ensure that appropriate financial management information is regularly interpreted and made available, highlighting problems or challenges and suggesting remedial actions.
  • Assist in managing internal and external stakeholder relationships.
  • Coordinate with City departments seeking financing for various projects and help the Budget Office triage projects that require innovative solutions, and work with stakeholders from initiation to completion of various projects.
  • Develop and maintain an intake and tracking tool for various Alternative Finance needs to centralize a repository of requests and illuminate various timing and schedules across departments to aid in program and project management.
  • Participate in a variety of working teams, task forces, and other groups as appropriate.
  • Maintain knowledge of organizational procedures and federal and state regulations.
  • Conduct research and stay up to date with trends in municipal financial structures and prevailing or best practices.
  • Evaluate and recommend business process changes, application modifications or enhancements and policy changes.
  • Utilize tools (such as Bloomberg) and gather data to perform special analyses at the request of the Manager. 
  • Other duties as assigned.

 

Minimum Entrance Qualifications:

  • Four (4) years full-time professional experience, of which two (2) years must have been in a data-heavy analytical role.  
  • A master’s degree from an accredited college or university with specialization in finance, accounting, business administration or related field is preferable, and may be substituted for two (2) additional years of the required experience.   
  • Experience in work where the major duties included financial analysis, budgeting, auditing, investment, or accounting.
  • Ability to exercise good judgment and high attention to details. 
  • Demonstrated ability to communicate effectively orally and in writing with a diverse range of people and maintain effective working relationships with peers, superiors, and public and private representatives.
  • Display ability to work with limited direct supervision and perform assigned duties in an accurate, timely and professional manner.
  • Ability to interpret, collect, organize, and compare financial data from a variety of sources for accuracy and completeness.
  • Organize large volumes of detailed data and information, while maintaining accuracy and detecting any errors.
  • Ability to deeply research and understand Massachusetts General Law (MGL) as it applies to municipal finance is highly desirable.
  • Expertise in Microsoft Office, proficiency in Excel, Word and Powerpoint, as well as additional digital tools, such as Bloomberg, Google Suite and Adobe.

 

Boston Residency Required. This is an in-office position.
