Overview:

The Department of Innovation and Technology is looking for a Developer (Geospatial) to join our growing Analytics Team. 

 

The Developer (Geospatial) will play a crucial role in building and maintaining applications that help the city government use data more effectively. You will work closely with data engineers, product managers, and data analysts to design, develop, test, and deploy robust, scalable solutions. A strong candidate will also have a solid understanding of geospatial data, tools, and applications.

Responsibilities:

  • Designs, builds, and maintains web, desktop, and mobile applications and tools (including geospatial applications and tools) for different department users.
  • Works with product managers, data analysts, and data engineers to define technical requirements and design products that meet users’ needs.
  • Writes clean, efficient, and well-documented code.
  • Conducts thorough testing and debugging to ensure application quality.
  • Optimizes application performance and scalability.
  • Contributes to the development of best practices and coding standards.
  • Independently researches and implements new tools and techniques to improve geospatial application infrastructure, applications, and processes.
  • Analyzes existing code, troubleshoots problems, and makes suggestions for optimizing and migrating existing tools and applications.
  • Works closely with data engineers, analysts, product managers, and other staff to build geospatial data integrations that quickly and effectively solve reporting needs.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • Applicant must have at least four (4) years of full-time, or equivalent part-time, experience working as a full-stack developer or developing geospatial applications as part of a large organization.
  • A bachelor's degree in computer science, mathematics, engineering, GIS, or another STEM field is preferred and may be substituted for two (2) years of the required experience.
  • Strong analytical and communication skills, including mapping of business needs or issues to technical solutions.
  • Demonstrated ability to communicate technical nuances in plain language with partners of varying technical backgrounds.
  • Excellent problem-solving and critical thinking skills, as well as experience troubleshooting and debugging software and hardware issues.
  • Experience with Esri tools, including ArcGIS Pro, ArcGIS Enterprise, and ArcGIS Online preferred.
  • Experience working with RESTful APIs and SDKsExperience developing applications using multiple languages/protocols, with expertise in at least 3: JavaScript, AJAX, CSS, HTML5, XML, JSON, REST, ASP.NET, C#, C/C++, VB.NET, MVC3, Python, Java, PHP, Perl.
  • Experience building Single Page Applications (SPA) using Angular, React, Dojo, Backbone, or other JavaScript frameworks.
  • Experience with QGIS, Mapbox, Leaflet, OpenStreetMap, and other open-source geospatial tools is strongly preferred.
  • Basic SQL query and data transformation skills, preferably using PostgreSQL and/or Transactional SQL (T-SQL).
  • Familiarity with PostGIS preferred.
  • Experience in the public sector (especially local government) is desirable but not required.
  • Must be able to exercise good judgment and focus on detail as required by the job.
