Overview:

The City of Boston’s Office of Green Infrastructure (OGI) is seeking a Special Projects Manager. The OGI is located within the City of Boston Office of Streets and is tasked with the coordination, implementation, and management of green infrastructure (GI) throughout the City. The Office performs various activities including planning, design, construction, operation, maintenance, monitoring, and repair of City GI. The OGI also administers the City’s GI Working Group, GI Job Program, and other GI-related cross-departmental initiatives.

 

The Special Projects Manager will guide the OGI’s stormwater initiatives and the City’s stormwater compliance work. Under the direction of the Director, the Special Projects Manager is responsible for planning and directing administrative and operational activities related to the City’s stormwater management efforts. The successful incumbent will organize and prioritize critical issues and required information for the Director to facilitate efficient decision-making. They will also provide oversight and guidance to special projects, as requested.

Responsibilities:

  • Oversees planning for the forthcoming National Pollutant Discharge Elimination System (NPDES) Permit.
  • Guides the City’s stormwater compliance efforts, including overseeing GI operations and maintenance, scoping a GI monitoring program, etc.
  • Manages special green infrastructure and stormwater projects, such as rain barrel giveaways, the Green Infrastructure Volunteer Program, and more. Manages, conceptualizes, and markets such programs.
  • Coordinates with the Director in developing and conducting training on relevant stormwater and green infrastructure topics.
  • Produces tools, templates, processes, documents, and other materials for assigned projects in collaboration with various department project management teams.
  • Provides administrative assistance to the Director through the origination of daily schedules.
  • Acts as a liaison to external and internal partners on matters related to stormwater and the Director.
  • Assists with budgetary requests for OGI and assists in creating department yearly budget and expenses.
  • Organizes and prioritizes critical issues and required information for the Director to facilitate efficient decision-making.
  • Provides oversight and guidance to special projects, as requested.
  • Identifies and facilitates the coordination of meetings and workshops with key stakeholders throughout the project life cycle.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • Four (4) years of full-time or equivalent part-time experience in special project or program administration.
  • A bachelor's degree in engineering, environmental studies/science, or a related field is preferred and may be substituted for two (2) years of the required experience.
  • Sound knowledge of green infrastructure and stormwater industry regulations and best practices, operations and maintenance, and stormwater permit compliance.
  • Proficiency with MS Office and Google Suite.
  • Excellent planning, organization, and project management skills, with the ability to prioritize the most important and pressing work in a fast-paced environment.
  • Strong interpersonal skills and a willingness to work as part of a team.
  • Dedication to serving the public and City workers, passion for learning, and a desire to make a difference.
  • Ability to multitask, plan, establish priorities, and meet deadlines.
  • Proven ability to work cross-departmentally and with diverse stakeholders to implement organizational change.
  • Must have demonstrated knowledge and experience with best practices in project management.
  • Ability to self-manage, troubleshoot, and understand when to escalate sensitive priorities and/or raise issues with executive staff/stakeholders.
  • Ability to exercise good judgment and focus on details as required by the job.
