Brief Job Description:
The Energy Manager serves as the technical lead within the Environment Department’s Municipal Energy Unit (MEU). The MEU includes the Director, the Energy Analyst, the Renewable Energy and Finance Manager, the Boston Community Choice Electricity (BCCE) Program Manager, and the BCCE Engagement Assistant. The MEU is responsible for managing and reducing the City’s energy usage and serves as the leading team tasked with scoping and implementing policies and programs to decarbonize the City of Boston’s buildings and energy supply. The Energy Manager is responsible for two critical functions that support Boston’s carbon neutrality and sustainability goals: 1) maintaining and analyzing all municipal energy and operational data, and 2) project managing municipal building decarbonization and energy efficiency projects in the City’s buildings portfolio primarily but not limited to the Renew Boston Trust (RBT) energy savings performance contracting program.
The City of Boston uses an Enterprise Energy Management System (EEMS) to track, analyze, and visualize energy and water consumption of every municipally-owned asset, including approximately 370 buildings, 67,000 streetlights, 850 signalized intersections, 270 parks and athletic fields, and pedestrian and traffic bridges. Over 3,700 utility accounts serve these assets, and the EEMS collects usage and cost data from each account. The Energy Manager is responsible for managing the Energy Analyst and ultimately ensuring the timely and accurate payment of the City of Boston’s electric and gas utility bills and assisting in the resolution of disputes over utility billing errors.
The EEMS is the primary tool used to benchmark City facilities and identify energy conservation measures (ECMs) for implementation through the Renew Boston Trust. This system also shares data with the U.S. EPA’s Energy Star Portfolio Manager, which is used to comply with local and federal benchmarking programs. All municipal energy consumption data must also be used to calculate annual greenhouse gas emissions inventories and for compliance with the Commonwealth of Massachusetts’ Green Communities Act.
The Renew Boston Trust program is the City’s only program singularly focused on reducing the energy consumption of and carbon emissions from City-owned buildings. Through three phases, the City has eliminated nearly 4,000 metric tons of annual carbon emissions, reduced City energy bills by over $2 million per year, and garnered roughly $3 million in incentives from MassSave. The Energy Manager will oversee the process of building auditing, development of ECMs, construction and commissioning, as well as measurement and verification during the performance period. In the era of building performance standards and the need for bold and innovative action on building decarbonization, the Energy Manager will be responsible for thinking outside the box of a traditional energy savings performance contract in order to meet the diverse needs and interests of stakeholders throughout the City government.
The Energy Manager’s role as in-house advisor and advocate on numerous energy topics also encompasses demand response program management, advising project managers on capital building projects outside of Renew Boston Trust, and the implementation of other decarbonization and energy efficiency projects across the City government.
