Overview:

Under the direction of the Director of Operations for the Boston Transportation Department, performs work of considerable difficulty supervising the activities of department employees of a lower grade in the Investigation Unit and ensuring signs are correctly installed by employees in the Sign Shop of the BTD Operations Division. Manages traffic investigatory functions using independent judgment and decision-making in planning and supervising. This includes functions required for or related to the Traffic and Parking Rules and Regulations of the City of Boston, the licensing of open-air parking lots, the permitting of parade routes and street openings, and the processing of all rules and regulations pertaining to such permits.

Responsibilities:

  • Reviews and approves the issuance of permits for street openings by private contractors, government agencies, and utility companies.
  • Follows up by establishing a detour route to ensure the efficient flow of traffic if the permitted closure will impede motor vehicle or pedestrian access.
  • Analyzes and recommends revisions to traffic maintenance plans.
  • Conducts field investigations of licensed open-air parking lots to ensure that the rules and regulations related to the license are being followed. This includes inspecting the license documentation, parking fees, pavement markings, proper location and use of entrances and exits, fire extinguishers and other safety materials, conduct of personnel, and cleanliness of lots.
  • Uses traffic management policies and procedures to determine the location of street signs.
  • Supervises investigations related to requests for changes to traffic and parking regulations and signs, i.e., one-way streets, parking prohibitions, stops, street names, warning and directional signs.
  • Investigates and prepares work orders in response to requests for missing or damaged signs.
  • Investigates the proposed implementation of new parking regulations and changes to existing parking regulations and prepares work orders for same.
  • Investigates proposed new parking regulations and suggested changes to existing parking regulations, as well as the placement of all City of Boston traffic and parking signs. Supervision received should be from the BTD Director of Operations, Director of Engineering, Deputy Commissioner, and Commissioner.
  • Schedules work of City of Boston pavement marking contractor, observes and inspects work to ensure markings are properly applied according to specifications. Prepares reports of completed pavement marking work by the contractor as requested.
  • Utilizes Cartegraph to track asset conditions, inventory, and work history and creates work orders and tasks for the design, layout, and installation of traffic control devices.
  • Ensures quality control of asset data collection.
  • Creates work orders and tasks for design changes to the public way and posted traffic and curbside regulations.
  • Reviews and maintains maintenance records of work performed for data completeness and accuracy.
  • Creates work orders and tasks for 311 constituent requests in a timely and professional manner.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • Applicants must have at least five (5) years of full-time, or equivalent part-time, experience in the traffic and parking field, with at least two (2) years in a supervisory position.
  • Experience managing the activities of a field operation preferred. Bachelor's degree in a related field is preferred and may be substituted for two (2) years of the required experience.
  • Supervisory experience may not be substituted.
  • Good knowledge of Massachusetts laws, rules, and regulations relating to municipal highway traffic control, as well as to the operation of motor vehicles; of common practices and techniques used in conducting street traffic surveys, and of investigative processes, as required in the office or the field, for such topics as parking regulations, traffic flow, detours, signs, etc.
  • Must be willing to obtain a working knowledge of the City of Boston Traffic Rules and Regulations, (MUTCD) Manual on Uniform Traffic Control Devices for Streets and Highways, and related software the department utilizes (Cartegraph, Google Suite, CRM system).
  • Proficiency in Microsoft applications and Google Suite.
  • Good knowledge of traffic control functions and techniques used by the Boston Transportation Department is preferred.
  • The ability to understand and carry out oral and written instructions, and to write clear and concise reports; to work effectively with people and maintain harmonious working relationships with others; to work independently, and to exercise sound judgment and be discrete in the handling of confidential information during the course of investigatory work.
  • Ability to exercise good judgment and focus on detail as required by the job. Must have and maintain a current and valid Massachusetts Motor Vehicle Operator's License.
