Overview:

Reporting to the Director of Operations for the Boston Transportation Department, the Superintendent of Enforcement is responsible for the supervision of the Boston Transportation Department's (BTD) operational units at 200 Frontage Road, including Systems and Internal Operations, Tow and Hold, Meter Collections, and Meter Maintenance.

 

The Superintendent of Enforcement supports parking enforcement operations and is responsible for the supervision of booting and towing, impoundment, meter collection, and meter maintenance operations and ensures activities are conducted in a fair, equitable, and efficient manner and in accordance with laws and the Constitution of the Commonwealth of Massachusetts and the Traffic Rules and Regulations for the City of Boston, ordinances, and municipal code for the City of Boston. The Superintendent of Enforcement will work with the BTD Commissioner, Director of Operations, Director of Engineering, Parking Clerk, and leadership within BTD, Public Works, and the Streets Cabinet to implement a shared mission of operating a safe, equitable, multimodal transportation system designed to reduce overreliance on single-occupancy vehicles and implement policies and procedures that reflect the City's values of inclusivity, accessibility, and sustainability.

Responsibilities:

  • Responsible for the day-to-day operation and maintenance of the BTD enforcement facility and tow lot at 200 Frontage Road.
  • Manages the scheduling, deployment, administration, coordination, and performance of the Systems and Internal Operations, Fleet, Tow and Hold, Meter Collections, and Meter Maintenance units within BTD.
  • Ensures parking enforcement and the issuance of violations, booting and towing, impoundment, parking meter deployment, and collections and are conducted and coordinated in a fair, equitable, and efficient manner and in accordance with laws and Constitution of the Commonwealth of MA and the respective ordinances, municipal code and Traffic Rules and Regulations for the City of Boston.
  • Manages the temporary impoundment, processing, and release of vehicles and the auction of abandoned vehicles with the Boston Police Department.
  • Manages asset and inventory control for communications and radio equipment, technology hardware, and fleet assets.
  • Develops, recommends, and implements business process modernization initiatives within the enforcement units to optimize operational efficiencies and improve the customer service experience.
  • Coordinates revenue collection, customer service, and adjudication with the Office of the Parking Clerk. Support the transition to an asset-light approach to on-street parking management that embraces technology and data analytics, promotes the use of mobile payment platforms, and supports the reduction of on-street physical hardware.
  • Support the continued implementation of flexible curb management strategies to support BTD's ongoing efforts to create smarter, more efficient streets and plan for future street design changes.
  • Works closely with Human Resources and Labor Relations on personnel matters. Interviews and recommends candidates for positions and trains and assigns new personnel for supervisory positions.
  • Recommends and implements revisions to the rules and regulations, policies, and standard operating procedures governing unit activities.
  • Coordinates temporary and long-term traffic patterns, parking, and curbside regulation changes with Policy and Planning, Engineering, Public Works, private entities, and special event permittees.
  • Coordinates with the Public Works operational divisions to ensure alignment across the Streets Cabinet and mutual support between operational teams. With other BTD Managers, leads the implementation and support of the Department's asset management system.
  • Develops, implements, and supports business modernization efforts, including the implementation of new virtual processes.
  • Manages the acquisition and procurement of goods and services.
  • Manages the operation and maintenance activities of the enforcement facility and coordinates custodial service, repairs, deferred maintenance, and capital projects.
  • Coordinate Property Management management responsibilities in accordance with the memorandum of agreement.
  • Oversees operating and capital budget expenditures for Tow and Hold, Systems and Internal Operations, Meter Collections, and Meter Maintenance.
  • Required to work all special events and emergencies as directed by the Commissioner or Director of Operations.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • At least ten (10) years of full-time or equivalent part-time operations experience, of which five (5) years must have been in program administration, and five (5) years must have been in a supervisory capacity related to parking and traffic enforcement, towing and impoundment or other field related operations.
  • A bachelor's degree in operational analysis, business or public administration, planning or engineering, or a related field is desired but may be substituted for five (5) years of the required experience. A master's degree in the aforementioned fields may be substituted for an additional year of experience.
  • Proficient in using cloud-based office collaboration software.
  • Experience with parking enforcement technology solutions and communication devices and networks.
  • Ability to make oral presentations before audiences; to research data and to compile narratives or reports from gathered information; to maintain confidentiality of information and reports;
  • Ability to establish and maintain effective working relationships, encourage collaboration, and supervise the work of multidisciplinary teams.
  • Must be willing to travel within the City of Boston.
  • Working knowledge of MA public procurement is preferred, specifically Chapter 30B.
  • Must have and maintain a current Massachusetts Driver's License.
  • Ability to exercise good judgment and focus on detail as required by the job.
