Overview:

Under the direction of the Senior Director of Finance & Administration, the Grants & Procurement Manager is responsible for managing day-to-day operations of the Admin and Finance Unit, including financial monitoring of Commission grants, procurements and associated contracts, and Commission-wide technology needs.

Responsibilities:

  • Support the day-to-day operations of the Admin and Finance Unit, including developing strategic processes and supervising staff.
  • Responsible for developing and implementing technical training, communication, and support to internal staff as well as external suppliers, grantees, and subrecipients around budgeting and invoicing.
  • Manages relationships with external stakeholders to ensure fiscal monitoring grant compliance.
  • Establish protocols and manage accurate financial ledgers, process invoices, and prepare reports as needed on grant-related programs, ensuring compliance with all city, state, and federal deadlines for invoicing and reporting.
  • Directs staff and implements strategic initiatives for all accounts payable processes for Boston’s Area Agency on Aging (AAA) federal programs, including tracking and processing invoices for reimbursement of funds to Commission grantees.
  • Manage the execution of all Age Strong procurements and associated contracts, identify potential suppliers, act as a liaison between Commission staff and suppliers, and negotiate terms and deadlines for all goods and services.
  • Oversee and manage processes for initiating and tracking all requisitions, purchase orders, invoices, and payments from suppliers through the PeopleSoft financial system, as well as tracking and processing payments.
  • Develop, maintain, and oversee a process for inventory, distribution, and control of Commission-wide goods, which may include supplies, furniture, technology equipment, and other materials, while ensuring all spaces and staff are adequately supported and organized.
  • Manage the Commission’s supplier diversity efforts as they apply to procurement.
  • Act as a primary point of contact and/or liaison between the Commission and the Auditing and Procurement departments as necessary, ensuring all standards and policies are followed for all accounts payable, supplier management, and goods and services purchases. 
  • Assists with Commission events as needed.
  • Complies with the City of Boston policies and procedures protecting client information and the confidentiality of the information.
  • Performs related work as required. 

Minimum Entrance Qualifications:

  • Bachelor’s degree in finance, accounting, or related field with four (4) years of work experience in grants and contracts management or business management. At least two (2) years of supervisory experience required.
  • Experience working with federal and state funding preferred.
  • Familiarity with local government operations is a plus.
  • Working knowledge of the City’s procurement laws and policies is preferred.
  • Experience generating financial data, compiling reports, and analyzing trends.
  • Experience with contract management and compliance preferred.
  • Ability to plan, develop workflows, prioritize and delegate tasks, and engage staff members to accomplish assigned work objectives.
  • Ability to maintain records and work with confidential and sensitive information according to departmental procedures.
  • Well-organized, strong time management and problem-solving skills.
  • Ability to coordinate multiple projects and think strategically.
  • Ability to work independently, show flexibility, and adapt to changing priorities.
  • Experience writing memos and reports is preferred.
  • Excellent communication and interpersonal skills.
  • Ability to build and maintain relationships with internal City departments, government agencies, social service agencies, community organizations, and older adults highly preferred.
  • Experience and comfort working with diverse communities, delivering services to a multiracial, multigenerational, multicultural, and multilingual population.
  • Proficiency in using Microsoft Office and Google Suite is required. Knowledge of software such as BAIS/PeopleSoft applications is preferred.
  • Travel throughout Boston may be required in support of the position’s responsibilities.
  • Ability to exercise good judgment and focus on detail as required by the job.
  • Compliance with documented policies and procedures.
