Overview:

Under the direction of the Assistant Deputy Director for Grants Management, the Youth Employment Program Manager will be responsible for managing a portfolio of responsibilities related to the provision of youth employment opportunities. This includes managing the implementation of YouthWorks funding for the Mayor’s Office of Workforce Development, coordinating stakeholders, participating in data collection and program evaluation, resource development, and other tasks as necessary to expand youth employment opportunities in the City of Boston. Each year, OWD contracts with a group of youth-serving organizations to deliver paid employment experiences to thousands of young people. These opportunities include subsidized job and internship placements, “learn and earn” programs, and occupational skills training programs. Key responsibilities will include - providing training and technical assistance to subgrantees, serving as a contact point between the state and our agency, convening and attending meetings of partners, and contributing to systems improvement efforts. The Program Manager will play a key role in ensuring the smooth administration of the YouthWorks program, including working with contracts, invoices, and audit requests, maintaining appropriate records and data, and relaying information to subgrantees.  

Responsibilities:

  • Serve as the contact point between state agencies and the Boston youth jobs partnership.
  • Monitor provider activities and progress toward goals and outcomes.
  • Monitor data entry and quality and, when necessary, provide direct data entry and management support.
  • Review budgets and invoices, including backup documentation.
  • Attend and lead meetings with partner agencies.
  • Coordinate communications with partners.
  • Provide feedback to program partners and OWD staff regarding the implementation of YouthWorks requirements.
  • Assist with systems improvement efforts, including research efforts, improvements to contracts management efforts, and program evaluations.
  • Provide support for fundraising efforts related to youth employment programs in Boston.
  • Coordinate training for job sites and coordinate implementation of curricula for youth.
  • Tracking and sharing of best practices.
  • Perform related work as required.

Minimum Entrance Qualifications:

  • The position requires a high degree of attention to detail, strong organizational and communication skills, and a commitment to the goals of the youth summer employment program, which is to provide economic opportunity and career development for low and moderate income Boston youth.
  • Three plus (3+) years of previous experience providing direct services for youth, including in an educational, job-training, or youth development setting. A Bachelor’s degree may be substituted for two (2) years of experience.
  • Previous experience working with grants administration, including tracking budgets and other program data.
  • Proficiency with Microsoft applications and Google Suite.
  • Ability to manage multiple projects and prioritize.
  • Excellent oral and written communication and organizational skills
  • Ability to exercise good judgment and focus on detail as required by the job.
