Overview:

The Senior Director of Direct Services will lead the constituent services, transportation, and behavioral health teams in the implementation and execution of core goals.  This position will serve as a core leadership role in the department and support the building and advancing of inclusive management and service delivery systems.

Responsibilities:

  • Establish program direction and lead the Commission’s front-facing work, including housing, behavioral health, transportation, and constituent services work, adhering to a client-centered philosophy of service delivery.
  • As a member of the senior staff team, work closely with the Commissioner and other Deputies/Senior Directors to establish strategic priorities and manage system implementations in support of the Department’s vision.
  • Administer operational aspects of assigned units, including the execution of long and short-term goals and plans. 
  • Establish evidence-informed and culturally competent service delivery models for older adults from historically marginalized communities.
  • Facilitate the integration of quality assurance measures to facilitate quality client experience. 
  • Develop and implement standards of accountability to ensure efficiency in all program areas.
  • Develop key performance indicators within specified areas of focus to ensure accountability and efficiency.  
  • Provide policy and management direction to staff that is in line with the Department’s vision.

  • Manage staff in specified functional areas of focus, establish goals and objectives, and provide day-to-day direction that is in line with the Department’s vision to ensure accountability and efficiency.
  • Manage staff to include prioritizing and assigning work, conducting performance evaluations, ensuring staff is trained, ensuring that employees follow policies and procedures, and making hiring, termination, and disciplinary recommendations.
  • May direct the Department in the Commissioner’s absence, as required.
  • Represent the Department to governmental agencies, funding agencies, community, statewide and national organizations, and the general public; represent the Commissioner at various meetings.
  • Develop and promote a collaborative and high-functioning team environment. 
  • Flexible schedule as some nights and weekends are required.
  • Assist with Age Strong Commission events as needed.
  • Perform other duties as required.

Minimum Entrance Qualifications:

  • Minimum six (6) years of demonstrated experience in human services, operations, or program management. At least two (2) of those years must be in a supervisory capacity.
  • Bachelor's degree in Public Policy, Social Work, or other related fields. Master's degree preferred.
  • Experience working in housing, client services, behavioral health, and transportation fields is preferred.
  • Understanding of information and referral, advocacy, and benefits enrollment best practices preferred.
  • Experience working with older adults preferred.
  • Ability to organize work, set priorities, meet multiple deadlines, and evaluate assigned program areas. 
  • Knowledge of principles, methods, and practices of effective supervision.  
  • Knowledge of quality assurance and outcome measurements, data collection methods, and evaluation concepts.  
  • Ability to provide training, orientation, consultation, and guidance within programs specialization of practice.  
  • Ability to build and maintain effective relationships with staff, volunteers, community members, community organizations, and governmental partners is highly preferred. 
  • Ability to plan, prioritize, and delegate tasks and to engage staff members to accomplish assigned work objectives; problem-solve, build consensus, resolve conflict, and cultivate successful teams.
  • Experience developing workflows, standard operating procedures, process management, and systems development for tracking and monitoring. 
  • Well-organized, strong time management skills.
  • Experienced in strategic planning and project management.
  • Ability to maintain records and work with confidential and sensitive information according to departmental procedures.
  • Experience with implementing and managing a variety of key initiatives concurrently and thinking strategically.
  • Experience and comfort working with diverse communities, delivering services to a multiracial, multigenerational, multicultural, and multilingual population across socioeconomic backgrounds. 
  • Ability to work independently, show flexibility, and adapt to changing priorities.
  • Excellent communication and interpersonal skills.
  • Ability to prepare clear, concise, and comprehensive reports.
  • Strong problem-solving skills.
  • Proficiency in using Microsoft Office and Google Suite.
  • Bilingual (Spanish, Haitian Creole, CaboVerdean Creole, Vietnamese, Cantonese, or Mandarin) is highly preferred.
  • Travel throughout Boston may be required in support of the position's responsibilities.
  • Ability to exercise good judgment and focus on detail as required by the job.
