Overview:

 The Department of Innovation and Technology is looking for a Geospatial Data Analyst to join our growing Citywide Analytics Team. 

 

Under the direction of the Director of Analytics, the Geospatial Data Analyst will prepare and manage data, perform spatial analysis, produce maps, and provide training to support City initiatives and priorities utilizing geographic information system (GIS) technology.

 

The Citywide Analytics team is composed of a diverse group of analysts, process improvement experts, and engineers with a range of skills and backgrounds, working together to use data to improve life for those who live and work in Boston. The Geospatial Data Analyst will fulfill the responsibilities listed below and bring a collaborative spirit that will strengthen and expand the team’s overall range of abilities.

Responsibilities:

The Geospatial Data Analyst is responsible for the following key activities:

 

  • Perform geographic analysis to create maps and databases needed for decision-making using a variety of modules of Geographic Information Systems (GIS).
  • Develop creative options for layout and information presentation using GIS tools and other graphic design and publishing software. 
  • Create, quality check, coordinate, and update geospatial information.
  • Maintain a strong understanding of relational databases and geodatabases. 
  • Integrate disparate data sets.
  • Identify opportunities for future GIS applications and service deliverables.
  • Manage priorities and ensure alignment with departmental priorities.
  • Stay current with the City’s suite of desktop of server GIS platforms and associated programming languages.
  • Develop desktop and web-based GIS applications and map services.
  • Create interactive web maps and applications using the ArcGIS Online mapping platform.
  • Work with a variety of imagery datasets, including raster, vector, ortho, oblique, and elevation.
  • Publish features and map services.
  • Create and manage web apps, story maps, surveys, and field capture solutions.
  • Modify, write, and maintain scripts for GIS processes and applications, including tasks, geoprocessing tools, Modelbuilder and Python.
  • Ensure consistent data management within the geospatial data portal.
  • Responsible for SAM Addressing Application performance and data.
  • Handle daily SAM address requests and general GIS mapping requests.
  • Perform other related duties as required.

 

Minimum Entrance Qualifications:

  • At least three (3) years of full-time, or equivalent part-time, paid experience in a geospatial analyst role, including the development of mapping deliverables.
  • A bachelor's degree in geography or a related field is highly desirable and may be substituted for two (2) years of the required experience. A master's degree can be substituted for three (3) years of the required experience.
  • Proficiency in GIS required, specifically ESRI products such as ArcGIS Desktop 10.x, ArcGIS Pro 2.x and extensions, Microsoft Office, and Google Workplace.
  • Experience with ArcGIS Enterprise Portal on an Enterprise RDBMS-like SQL server.
  • Experience authoring maps, publishing maps services, and maintaining assets and cache.
  • Strong Experience with standard and advanced spatial analysis.
  • Understanding of remote sensing analysis.
  • Demonstrated experience managing business and user requirements.
  • Demonstrated understanding of agile methodology and how to apply the agile mindset to activities.
  • Comfortable with ambiguity and effective with minimal guidance.
  • Excellent partnering and collaboration skills.
  • Ability to exercise good judgment and focus on the details as required by the job.

 

Preferred Entrance Qualifications:

 

  • Proficiency in ArcGIS Geoprocessing with Python.
  • Proficient in relational database environments including SQL Server, MS Access, Spatial/statistical modeling, and Statistics knowledge.
  • Proficiency with GIS-related programming languages.
  • Experience managing a geographic data portal and open data.
  • Proficiency with ESRI CityEngine.
