Brief job Description (essential functions of the job):

Under the general direction of the Division (City) Engineer, manages and administers the Bridge and other structural design programs of the Design Section, being responsible for both consultant and in-house generated design engineering work related to the preparation and completion of preliminary and final engineering plans, specifications, and estimates.

Responsibilities:

  • Responsible for ensuring that bridge projects, including bridge repairs, rehabilitation and/or replacement projects, are properly defined and designed in accordance with MassHighway standards and the AASHTO Bridge Design code.
  • Responsible for the preparation of the scope of work for bridge projects.
  • Reviews preliminary design reports and sketch plans.
  • Reviews final designs, plans, special provisions, and cost estimates.
  • Oversees consultants and administers consultant contracts.
  • Coordinates and confers bridge program with all City, State, and Federal agencies.
  • Reviews State Bridge Inspection Reports and Bridge Rating reports for City owned and other applicable bridges and develops comprehensive corrective plans in consultation with the Superintendent of Buildings/Bridges.
  • Develops and maintains a multi-year strategic bridge maintenance, repair, rehabilitation, and/or replacement program for all City-owned bridges and bridge structures.
  • Performs related work as required.


Required to work any emergency as directed by the Chief of Streets or designee.

Minimum Entrance Qualifications:

  • Applicants must have at least: A.) six (6) years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils, and materials of which B.) at least four (4) years must have been in a professional capacity, and C.) of which at least two (2) years must have been in a supervisory, managerial, or administrative capacity, or D.) any combination of the required experience and accepted educational degrees substitutions. 
  • Ability to exercise good judgment and focus on detail as required by the job.
  • It is strongly desired that the selected candidate have demonstrated abilities and working knowledge of structural engineering, structural analysis, bridge design software, bridge design principles, MassHighway's Bridge Manual and Bridge Inspection Handbook, Core Element Inspections, use of CADD system for running software and bridge design experience.
  • It is strongly desired that applicants possess a Bachelor's Degree in an appropriate engineering discipline.  A Professional Engineer (P.E.) registration is strongly desired.
