Overview:

Brief Job Description (essential functions of the job): 

 

Under the direct supervision of the Director of Small Business and working closely with the Director of Operations, the Operations Manager is responsible for assisting the Director in overseeing all operations of the Small Business Unit. 

 

With the guidance of the Citywide Small Business Plan, the Small Business Unit of the Office of Economic Opportunity and Inclusion works to ensure that Boston is an attractive and accessible place for small businesses to grow and thrive. The Small Business Development Unit works to support Boston’s 40,000 small businesses with programming and direct services. 

Responsibilities:

  • Supervises administrative staff. 
  • Manages all reporting and tracking systems. 
  • Prepares annual budget requests. 
  • Prepares and manages reporting of divisional production goals and unit counts using Salesforce. 
  • Tracks intake of and coordinates responses to constituent requests. 
  • Coordinates management of audits. 
  • Performs internal case reviews to ensure quality, cost control, and efficiency. 
  • Develops, implements, and maintains appropriate policies and procedures governing the operations of the division. 
  • Manages all accounting, financial, human resources, and administrative activities between the Small Business Unit and the administration & finance divisions of the Cabinet of Economic Opportunity and Inclusion.
  • Manages all human resource activities for the Small Business Unit as required, including payroll and timekeeping activities when applicable. Maintains high standards of confidentiality of all employee records and information.
  • Develops processes for and oversight of archiving project files. 
  • Performs other related duties as required. 

Minimum Entrance Qualifications:

  • At least four (4) years' experience in public administration. 
  • Familiarity with federal and state economic development programs, policies, and rules, particularly federal CDBG programs. 
  • Demonstrated supervisory skills. 
  • Excellent organizational, managerial, and communication skills. 
  • Demonstrated proficiency in MS Office, particularly Word, Excel, Salesforce, and City of Boston administrative and financial processes preferred. 
  • Strong organizational and interpersonal skills, attention to detail, and knowledge of standard office practices. 
  • Appropriate educational substitutions may be made. 
  • Ability to exercise good judgment and focus on detail as required by the job. 

 

BOSTON RESIDENCY REQUIRED 

 

Terms:

Union/Salary Plan/Grade: Non-Union/NU-25
