Overview:

This is a Temporary Grant-Funded position.

Under the direction of the Director of the Capital Plan for the Parks Department, the Moakley Park Project Manager (Moakley PM) is responsible for managing the Moakley Park Vision Plan implementation from Schematic Design through construction completion. The Moakley Park Vision Plan proposed creating a national model for resilient and equitable open space investment that does not displace the people who need these investments most. Phase 1 Implementation design work is underway. Construction of Phase 1 is anticipated to begin in 2025. The Moakley PM manages the largest and most highly technical project for the Parks Department, as well as other related projects as required. 

Responsibilities:

  • Manages the overall project delivery process of a multi-phase implementation project. 
  • Negotiates with and manages landscape architect(s), engineer(s), and contractor(s)’ contracts and performance.
  • Manages project finances, budget, schedule, and quality. 
  • Serves as a point of contact for user agencies, elected officials, and community members/constituents.
  • Manages preparation and review of project designs, plans, and specifications.
  • Manages all project documentation as well as inputting and tracking in departmental information systems.
  • Coordinates with administrative and regulatory agencies. 
  • Manages project-related equipment procurement, installation and inventory. 
  • Assists in the development of project scopes and budgets. 
  • Performs related work as required. 

Minimum Entrance Qualifications:

  • At least five (5) years of full-time, or equivalent part-time, professional experience in landscape architecture project management, construction management, engineering, or architecture required, of which at least two (2) years must have been in a supervisory or administrative capacity or any equivalent of such experience and substitutions as determined by the Department or City of Boston.
  • Additional experience in Engineering Landscape Architectural, Architectural registration, or major construction projects is highly preferred.
  • A bachelor’s degree in a related field is preferred and may be substituted for two (2) years of the required experience.
  • Appropriate educational substitutions may be made.
  • Familiarity with MA Public Procurement laws is preferred. MCPPO designation preferred.
  • Success managing projects with a total value over $15MM and single projects over $20MM preferred.
  • Experience working with permitting and oversight agencies preferred.
  • Knowledge of MA waterfront laws, stormwater and green infrastructure practices, and generally accepted construction trade practices.
  • Strong written and verbal communication skills.
  • Ability to establish and maintain effective working relationships and to exercise sound independent judgment in planning, directing, and coordinating projects.
  • Ability to exercise good judgment and focus on detail as required by the job.
