Overview:

Reporting to the Director and Assistant Director of Finance, the Grant Analyst manages grant research and application activities, coordinates grant services with other agencies, and leads the development of a cross-departmental data collection system. This position helps Grant and Procurement staff in meeting all goals outlined in the grant applications and acquired grants.

Responsibilities:

  • Provides day-to-day grants and project management under the direction of the Assistant Director of Finance.
  • Oversees all financial transactions as it relates to all BPD grants.
  • Manages execution of grant deliverables, including required reporting, budget management, and grantee meetings.
  • Conducts research and development for grant applications.
  • Ensures compliance with fiscal and programmatic auditing requirements as well as COB procurement, auditing, and finance processes.
  • Works with BPD IT, program partners, and others to develop a comprehensive data collection and processing system that will improve Managing and working closely with departmental and other City of Boston (COB) entities who receive any portion of a grant award to ensure implementation of projects and compliance with fiscal and programmatic auditing requirements.
  • Assists with managing overall grant proposal development and the grant writing process, as well as the staff assigned to those projects.
  • Meets fiscal and reporting requirements associated with all externally funded projects so as to maintain a positive reputation with the funding arena and to ensure future funding.
  • Complies with COB procurement, auditing, and finance processes.
  • Coordinates closely with the Mayor’s Office of Intergovernmental Relations (IGR) to assess federal and state funding allocations and developments.
  • Coordinates with BPD Management on federal, state and city audits of grants.
  • Meets with federal and state grant monitors on grant requirements and progress, in addition to coordinating the site visits and audits.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • Five (5) years of full-time or equivalent part-time, paid experience in the field of professional administrative office work, professional financial experience in public or business administration, including at least three (3) years of professional supervisory experience. 
  • Demonstrated experience in financial analysis, governmental finance, or budget analysis.
  • Proficient in PeopleSoft, Microsoft Office (Word, Excel), Google Suite, Internet, and Asset Management Systems.
  • Proficiency in the use of the PeopleSoft financial reporting system is preferred.
  • Strong organizational skills and oral, written, and presentation skills.
  • Ability to keep accurate records and prepare reports; timeliness and tracking of records and reports; establish and maintain cooperative relationships with outside agencies.
  • Demonstrated ability to balance working independently and collaboratively to produce high-quality work and consistently meet deadlines.
  • Ability to work independently, self-starter, and motivated.
  • Excellent interpersonal skills using tact, patience, professionalism, courtesy, and ability to work collaboratively across multiple agencies.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Must have exceptional organizational and multitasking skills and abilities.
  • Must have proven ability to handle confidential matters as well as demonstrated flexibility and adaptability to stressful situations.
  • Leadership capability and demonstrated track record working across diverse agencies and populations required.
  • Ability to exercise good judgment and focus on detail as required by the job.
