Overview:

The Streets Cabinet is seeking a highly motivated transportation planner who will be responsible for leading the community and design processes for short and long-term investments in Boston’s Charlestown neighborhood. This work will particularly focus on the transformation of Sullivan Square and Rutherford Avenue, a 1960s-era highway-like right-of-way, into a neighborhood-friendly multimodal corridor. 

 

The work requires coordination with federal and state public agencies, surrounding municipalities, and community and private development stakeholders in a neighborhood that is experiencing rapid growth. This position reports to the Streets Cabinet’s Director of Policy and Planning or their designee.

Responsibilities:

  • Develops a comprehensive decade-long transportation planning and investments action plan for Charlestown and chart out its implementation starting with year-one projects, particularly Sullivan Square and Rutherford Avenue improvements.
  • Oversees the concept design development for Rutherford Avenue and Sullivan Square and workS with state agencies to advance the project to final design and construction.
  • Coordinates ongoing and proposed short-term transportation improvements in the neighborhood and manages their prioritized implementation.
  • Works with surrounding municipalities, including Everett and Somerville, to develop a regional strategy to plan and design the area’s linked network of streets and bridges.
  • Works with private developers to integrate real estate and transportation projects.
  • Develops maps and data models to enable coordinated analysis of pedestrian, bicycle, transit, and motor vehicle flows in the context of development-generated trips.
  • Manages a consultant team whose services include planning, data management, and design work.
  • Works with the Streets Cabinet’s communications team to develop and maintain a transportation projects-related website and proactive public outreach.
  • Creates trust-building relationships and partnerships with local community and business groups.
  • Represents the Streets Cabinet on neighborhood and regional organizations such as the Lower Mystic TMA to advocate for the City of Boston’s priority policies and projects.
  • Works with team leaders and staff at Streets Cabinet departments, including the Infrastructure and Design department and the Transportation department, with the Mayor’s Office, and with other City departments.
  • Uses data analytics, real-time information, and digital tools in the development of projects and policies.
  • Oversees and participates in community engagement through a variety of in-person and online forms.
  • Supervises and assists in the design of research studies, surveys, geospatial analyses, and interviews to inform project planning and design.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • Five (5) years of full-time, or equivalent part-time, experience in city planning, transportation planning, or engineering, of which at least two (2) years must have been in a supervisory capacity.
  • A bachelor's degree in urban planning, regional planning, transportation, or a related field is preferred and may be substituted for two (2) years of the required experience. A master's degree in the above-mentioned field may be substituted for three (3) years of the required experience.
  • Candidates with a Master's Degree and GIS mapping skills are strongly preferred.
  • Experience with Boston Complete Streets Guidelines, NACTO's Transit, Street, and Urban Bikeway Design guides, and working knowledge of relevant MUTCD and relevant AASHTO and FHWA guidelines is strongly preferred.
  • Demonstrated track record in managing individual contributors to achieve organizational goals. Leading a multidisciplinary team to successfully complete complex projects.
  • Ability to prepare clear and concise reports; to communicate effectively both orally and in writing; and to act in a professional manner with co-workers, outside agencies, and members of the public.
  • Proven research, writing, oral, and graphic presentation skills.
