Overview:

Under the direction of the Deputy Director of Transportation & Site Compliance, assist in the Planning Division’s activities with regard to transportation aspects of development review and land use, zoning reform, comprehensive planning, transportation systems analysis, and the coordination of multi-modal transportation initiatives. Coordinate with Federal, State, and City agencies involved in related transportation projects. This position collaborates with other Planning Department teams and other City departments to support the design, preservation, enhancement, and growth of neighborhoods through the application of zoning regulations, implementation of City of Boston transportation plans, the incorporation of sustainable infrastructure measures, and the development and monitoring of transportation mitigation and Transportation Demand Management measures.

Responsibilities:

  • Provide transportation expertise to the Planning Department’s BPDA development review (Article 80) process. Influence and modify future development to mitigate transportation-related impacts on all modes. Incorporate best practices into site designs and their adjacent improvements/impacts to transportation networks and the public realm. Coordinate development review with senior Planning staff, the Streets Cabinet, and the Public Improvement Commission.
  • Through development review activities, apply current best practices to designing streets safely and equitably for all modes of travel and implementing progressive parking policies.
  • Work with the Planning and Zoning Division staff on zoning reforms as they relate to transportation and land use planning.
  • Participate in the updates to, management and implementation, and monitoring of Transportation Access Plan Agreements (TAPAs). This will include defining and mitigating development project’s impacts and participating in database management and monitoring efforts.
  • Work with the Planning Department staff and other City departments’ staff to implement the vision and goals of Imagine Boston 2030, Go Boston 2030 and Boston Complete Streets Guidelines, by proactively guiding equitable growth in Boston, creating new places to live and work, improving quality of life, increasing affordability, and fostering more sustainable, equitable transportation choices. Provide multimodal transportation planning and analysis expertise and technical support.
  • Provide multimodal transportation systems analysis support for land use planning efforts led by the Planning Department. In particular, demonstrate a thorough understanding of and experience with the typical industry standard approaches to network capacity analysis, transit analysis, and bicycle level of traffic stress utilizing leading software programs for network modeling and other analytic methodologies. Assist with data collection and management to inform land use, employment, and population models for the evaluation of future land use and transportation projects and policies.
  • Represent the Planning and Zoning Division on the topic of transportation functions of other City and State agencies, particularly on participation in planning studies and the planning and implementation of transit and roadway projects.
  • Represent the Planning Department regarding the activities of the City’s Streets Cabinet, MassDOT, Massport, and the MBTA, including in particular the planning and design of transportation projects; the development of neighborhood transportation policies and priorities, parking and curbside regulation programs; and the development of policies and initiatives.
  • Work with and manage consultant teams hired by the Planning Department or other City Departments for specific projects.
  • Assist in training, guiding, and supervising junior staff and interns.
  • Research, write, and compile reports, briefings, correspondence, memorandums, etc.
  • Develop and prepare materials for meetings and presentations.
  • Manage special projects as assigned by senior Planning and Zoning Division staff.
  • Perform other related duties as required.

Minimum Entrance Qualifications:

  • Work requires a Master’s Degree in Urban Planning or a related field plus eight (8) years of related work experience in urban transportation planning; or a Bachelor’s degree in transportation engineering or planning or a related field plus ten (10) years of related work experience in urban transportation planning.
  • Must have extensive knowledge of multimodal transportation planning and familiarity with zoning and land use policies and regulations.
  • Familiarity with Federal, State, and City agencies involved in transportation and infrastructure is required.
  • Expertise in the application of database programs to assemble and manage information required for land use and transportation models.
  • Knowledge of the standard approaches to traffic and transit capacity analysis.
  • Experience with transit service planning, public realm design, and Transportation Demand Management efforts.
  • Demonstrated familiarity and commitment to progressive multimodal transportation strategies, policies, and programs.
  • Knowledge of the latest design and engineering guidelines at local, state, and federal levels
  • Design skills relative to transportation infrastructure, the public realm, and site design.
  • Knowledge and familiarity with progressive parking policies and practices.
  • Excellent oral and written communication skills.
  • Proficiency in graphic design and presentation software to develop conceptual designs and assemble graphically compelling presentations and reports is highly desirable.
