Brief job description (essential functions of the job):

 

The Inspectional Services Department (ISD) seeks a Management Analyst to support priority initiatives, such as the Short-Term Rental (STR) program. Starting in January 2019, all short-term rentals in Boston must register with the City. Enforcing the STR ordinance requires a review of all new registrations, suspension, and reactivation of registrations if there is a change in the compliance status, identification of non-compliant listings for platform removal, and research of incoming STR-related complaints. Multiple technical solutions have been developed to support the program. The Management Analyst will support the adoption and improvement of the tools to drive enforcement of the ordinance. 

The Management Analyst will support ISD leadership and collaborate with the Department of Innovation and Technology (DoIT) to define processes, identify technology needs, and leverage data to drive performance improvement and decision-making. 

Responsibilities:

  • Evaluates and recommends business process changes. Works with ISD leadership to implement and ensure compliance with changes. 
  • Identifies technical needs and recommends application modifications and enhancements where needed. Creates design documents for modifications.
  • Collaborates with DoIT (or external vendors when necessary) to develop solutions. Tests solutions to ensure they meet program goals and produce expected results. 
  • Supports division managers in accessing and understanding program data.
  • Leads and supports the design, development, implementation, and maintenance of ongoing reports, analyses, dashboards, and metrics for key operations and decision-making.
  • Works with division leadership to identify needs and DoIT to create and improve over time. 
  • Develops training materials and delivers training to ensure staff understand and properly utilize technology tools. 
  • Performs related duties as required.

Minimum Entrance Qualifications:

  • Three (3) years of professional experience in management, program or budget analysis, or program administration or management. A bachelor's degree in Business Administration or a related field may be substituted for two (2) years of the required experience.
  • Ability to manage multiple tasks simultaneously and react to problems quickly. 
  • Must be able to translate concepts and directions into practical solutions. 
  • Knowledge of MS Office and G Suite. 
  • Ability to communicate in a thorough manner to stakeholders of diverse backgrounds and needs regarding the use of software systems and strategies in plain language. 
  • Strong oral and written communication skills. 
  • Able to track many details while understanding how they fit into the big picture. 
  • Skill in working on multiple projects simultaneously and prioritizing tasks appropriately. 
  • Must be able to build consensus among teams of diverse stakeholders. 
  • High computer literacy and ability to pick up new software and platforms quickly. 
  • Ability to exercise good judgment and focus on detail as required by the job. 

Additional Desired Skills and Qualifications: 

  • Experience in a government setting. 
  • Knowledge and ability with light web development (HTML, CSS, Javascript). 
  • Experience working with databases (Access, SQL, NoSQL).

 

BOSTON RESIDENCY REQUIRED

 

Terms:

Union/Salary Plan/Grade: SENA MM1-5

Hours Per Week: 35
