Brief Job Description (essential functions of the job):

 

The Superintendent of Street Operations leads the effort to make Boston’s streets clean of debris, clear of snow, and smooth for travel.  Reporting to the Public Works Commissioner, the Superintendent oversees the City’s Highway Division and focuses on delivering exceptional City services in four core areas:

 

Clean Streets

Clear Streets

Smooth Streets

Liveable Streets

Responsibilities:

Clean Streets

  • Street Cleaning: The Superintendent works to ensure that all City streets and sidewalks are well maintained and free of debris, through both the work of the Highway Division team and contracted street sweeping programs. 
  • Litter Baskets: To reduce the amount of litter on streets and sidewalks, the Superintendent will oversee the placement and servicing of litter baskets throughout the City.
  • Graffiti: The Superintendent will oversee the removal of graffiti from any Public Works assets.

 

Clear Streets

  • Snow & Ice: The Superintendent leads the City’s response to maintaining safe and passable streets during snow and ice storms.  This includes planning, managing and refining the Public Works snow & ice efforts, and coordinating with other Divisions and Departments on this.

 

Smooth Streets

  • Potholes: The Superintendent will ensure that potholes on City streets are filled in a timely manner. The Superintendent will also work with the Construction Division and outside Utility companies to explore how to reduce the number of potholes in the City.
  • Spot Repairs of Sidewalks: The Superintendent will ensure that spot repairs are made, if possible to sidewalks to improve accessibility for all residents, and will support the Construction Division’s efforts to improve sidewalks across the City.

 

Livable Streets

  • Design: The Superintendent will advise other Divisions within Public Works and Departments within the City on how to ensure that capital projects on our streets are designed in such a way to be well maintained over time. 

 

  • Provides supervision of employees through Assistant Superintendents in each of the ten areas of the City.
  • Maintains accurate records of the use of private contractors for snow removal and submits reports to the division engineer.
  • With the assistance of Assistant Superintendents, screens the selection of new employees.
  • Approves regular and overtime payroll.
  • Recommends new supplies and equipment necessary to meet operational needs.
  • As part of the Department’s management team, the Superintendent of Street Operations will also be required to take on other duties as directed by the Commissioner.
  • Performs related work as required.

 

Required to work any emergency as directed by the Public Works Commissioner.

 

Minimum Entrance Qualifications:

  • At least five (5) years of full-time, or equivalent part-time, paid professional experience in highway, street, and/or sewer construction, maintenance, and/or repair work, of which at least two (2) years must have been in a supervisory capacity.
  • Ability to demonstrate vision, strategic thinking, initiative, collaboration, flexibility, and adaptability; and willingness to embrace change.
  • Ability to work collaboratively and proactively with various advisory groups and levels of staff in a team environment.
  • Ability to exercise good judgment and focus on detail as required by the job.

BOSTON RESIDENCY REQUIRED
