Overview:

Under the direction of the Budget Director and Deputy Budget Directors, supports the administration of applications used for citywide budget development and publication.

Responsibilities:

  • Interacts with (OHR, Auditing, Procure, DoIT, etc.) as required.
  • Attends meetings with other department staff as directed to coordinate work and resolve issues.
  • Provides technical support to the department on issues relating to computers and departmental software applications, including supporting the loading and maintaining budgetary data, support the maintenance of software security, and managing the database.
  • Supports troubleshooting problems with OBM software for employees.
  • Supports the planning, organizing, testing, and monitoring of security, workflow modifications, and upgrades.
  • Supports interactions with DoIT staff on issues relating to OBM software applications and web application upgrades.
  • Provides support to OBM staff and external system users on OBM software.
  • Supports the design, development, implementation, and maintenance of ongoing reports, analyses, dashboards, and metrics for key operations and decision-making for City departments. Serves as a resource and content expert for the department in this process.
  • Communicates with and presents project results and findings to executive leadership.
  • Assembles, manipulates, and/or formats data and/or reports using various software applications such as desktop tools, spreadsheets, report writing software, statistical software, graphical presentation tools, and business intelligence (BI) applications.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • A minimum of two (2) years of full-time, or equivalent part-time, professional experience in business or public administration, program management, or related field, in work that included application or management.
  • Experience in a government setting is preferred.
  • Experience working with BAIS Financials and BAIS HCM (Oracle-PeopleSoft) preferred.
  • Oracle Planning Budgeting Cloud Services (PBCS) software application skills preferred.
  • A bachelor’s degree in business, public policy or administration, economics, or computer science is preferred and may be substituted for two (2) years of the required experience.
  • Must be able to manage multiple tasks simultaneously and react to problems quickly.
  • Must be able to translate concepts and directions into practical solutions that are understandable to audiences with a range of technical capacities.
  • Experience with Microsoft Word, Excel, PowerPoint, and Google Suite (Docs, Sheets, and Slides) is strongly preferred.
  • Ability to exercise good judgment and focus on details as required by the job
  • Ability to manage simultaneous assignments while maintaining a critical attention to detail.
  • Demonstrated ability to work on diverse teams and experience building strong relationships across a range of functional areas and seniority levels.
  • Proven verbal and written communication skills.
  • Proven organizational and project management skills.
