Overview:

The mission of the Mayor’s Office of Housing (MOH) is to make Boston a more equitable and inclusive city where all residents can thrive. MOH oversees programs that create and preserve affordable housing, support homeowners and renters, provide housing and services to homeless individuals and families, and develop city-owned property. MOH seeks to carry out its mission through a lens of promoting diversity, equity and inclusion and addressing the effects of systemic racism in our city.

 

Within MOH, the Affirmative Fair Housing Marketing Program promotes equal access to affordable housing for all persons by establishing standards for public outreach, advertising and tenant/ homebuyer selection. The Program oversees the development and implementation of affirmative marketing plans that promote housing opportunity and monitors compliance with fair housing law and City policy.

 

The Senior Program Manager is responsible for managing all aspects of the City’s Affirmative Fair Housing Marketing Program. The Senior Program Manager engages with real estate developers, marketing agents, property managers, and the public to foster fair housing practices and ensure equitable access to affordable housing opportunities in Boston.

Responsibilities:

  • Reviews and approves Affirmative Marketing and Tenant/Home Buyer Selection Plans and compliance submissions for the City.
  • Provides technical assistance to developers, management companies, and City agencies on Affirmative Marketing requirements, including advertising, application procedures, lotteries, tenant selection and record keeping.
  • Develops and maintains Affirmative Marketing guidance and ensures accessibility to the public.
  • Conducts Fair Housing/Affirmative Marketing research and consults with City leadership to develop policies and procedures that increase housing opportunities.
  • Collaborates with other City and state agencies and external stakeholders to advocate for and advance policies that promote fair housing.
  • Conducts high-level program planning and evaluation to identify gaps and recommends procedures for improving program efficiency and outcomes.
  • Prepares reports of findings as necessary and maintains program files.
  • Assists constituents with inquiries or complaints related to affirmative marketing.
  • Coordinates with developers and marketing agents to conduct lotteries for affordable housing units.
  • Trains and supervises the Affirmative Marketing Program Assistant.
  • Collaborates with Information Technology (IT) staff to develop and maintain IT systems that effectively support affirmative marketing activities.
  • Performs related duties as required.

Minimum Entrance Qualifications:

  • At least four (4) years of experience in housing or real estate development, management, or sales.
  • Two (2) years’ experience in contract compliance or program/project management in the field of government assisted housing preferred.
  • At least two (2) years of supervisory experience preferred.
  • Experience in affirmative fair housing marketing preferred.
  • Familiarity with local, state and federal affordable housing programs and fair housing laws and regulations preferred.
  • Familiarity with Boston’s neighborhoods, demographics, and/or government preferred.
  • Demonstrated writing, research, analytical, organizational, and communication skills.
  • Ability to conduct effective group meetings, trainings, and presentations.
  • Strong customer service skills and ability to work with the public.
  • Ability to work well with diverse groups of people.
  • Working knowledge of office software, such as Google applications, Microsoft Suite (Word, Excel, PowerPoint), and Salesforce preferred.
  • Ability to manage several projects at once.
  • Ability to exercise good judgment and focus on detail as required by the job.
  • Must be able to work a flexible schedule; i.e. the willingness to work evenings and weekends as needed.
  • Fluency in Spanish or Haitian Creole preferred.
  • Appropriate educational substitutions may be made.
