Overview:

This is a temporary, grant-funded position, funded through the American Rescue Plan Act (ARPA). Funds are expected to last through December 31, 2026, or when funds are depleted.  The position may be extended based on operational needs if alternative funding is identified.

 

Job Summary

The City of Boston is seeking an ARPA Implementation Analyst to join the Finance Cabinet to support the administration of this historic public funding. Under the direction of the Chief Financial Officer or designee of the Chief Financial Officer, the ARPA Implementation Analyst is responsible for supporting the spending, implementation, and evaluation of the $558.7 Million in American Rescue Plan Act (ARPA) State and Local Fiscal Recovery Funds (SLFRF) that have been allocated to the City of Boston. This position will play an important role in ARPA-related communication and evaluation of ARPA-funded programs and services, as well as in the management and administration of ARPA funds within the City of Boston and in regular reporting to the federal government. As needed, this position will work directly with ARPA-funded departments focused on housing, economic opportunity and inclusion, climate and mobility, and other issues, as well as on other strategic initiatives as needed. 

 

About ARPA

The American Rescue Plan Act (ARPA) plays a critical role in realizing Boston’s equitable and resilient recovery from the COVID-19 pandemic. These historic federal resources lay a foundation for the future and accelerate a Green New Deal for Boston. Alongside the Operating and Capital Budgets, these investments will jumpstart solutions to long-term challenges, deliver equity, climate resiliency, jobs, and health across departments and sectors, and lay the foundation for long-term financial sustainability.

Responsibilities:

Communication and Evaluation

  • Work closely with the Evaluation and Research Lead to:
    • Draft public reports and internal communications on ARPA project evaluations.
    • Analyze demographic and performance data collected on ARPA projects and prepare reports for internal and external audiences.
  • Provide input on ARPA-related communications and community engagement plans in partnership with the Community Engagement and Communications Cabinets. 
  • Track project milestones and spending progress.
  • Share information on spending progress and regularly on results achieved through ARPA-funded projects on the City of Boston website and other avenues.
  • Design dashboards to share the above information on spending and impact with the public and other public-facing tools to increase transparency and build trust. 

 

Reporting and Administration

  • Works closely with the Auditing Department to ensure timely reporting and overall compliance with ARPA and all other relevant federal, state, and local regulations, including quarterly and annual reports to the federal government. 
  • Advise ARPA project leaders on processes, reporting, and systems necessary to reach the project goals. 
  • Ensure ARPA-funded projects are undertaken in a manner consistent with the City’s goals and ARPA eligibility guidelines and are compliant with all applicable City, state, and federal policies, rules, and regulations. 
  • Ensure ARPA funding deadlines are met, and key project milestones are completed on time and within budget. 

 

Strategic Oversight and Management of ARPA funds

  • Support implementation and oversee spending by City departments of Boston’s ARPA funds.
  • Contribute to strategic decision-making and continuity planning for ARPA-funded projects.
  • Consult with the City’s ARPA team to determine strategies for and proposals for the reallocation of ARPA funds, when necessary.

 

Other

  • Work on various Finance Cabinet strategic initiatives as needed. 
  • Perform related work as required.

Minimum Entrance Qualifications:

  • Four (4) years of full time, or equivalent part-time, experience in program management or project management. Appropriate educational substitutions may be made.
  • Bachelor's degree in a related field. 
  • Proven track record of successfully managing complex initiatives with multiple work streams. 
  • Experience with data management and analysis.
  • Experience developing and implementing performance management tools preferred.
  • Excellent organizational, program management, writing, negotiation, speaking, and interpersonal skills.
  • Working knowledge or Experience with Microsoft Office and Google Suite.
  • Ability to exercise good judgment and focus on detail.
