Overview:

The mission of the Mayor's Office of Housing (MOH) is to make Boston the most livable city in the nation by working with communities to build strong neighborhoods through the strategic investment of public resources. MOH oversees programs that create and preserve affordable housing, support homeowners, providing housing and support services to homeless individuals and families and dispose of city-owned property.

 

Within MOH, the Affirmative Fair Housing Marketing Program engages with real estate developers, marketing agents, property managers, and the public to foster fair housing practices and ensure equitable access to affordable housing opportunities in Boston.

 

Brief Job Description (essential functions of the job): 

 

Under the supervision of the Affirmative Marketing Senior Program Manager, the Program Manager helps develop and maintain systems and resources for accessing and maintaining income-restricted housing with a critical eye toward equity, transparency, and accountability. The Program Manager provides technical assistance and guidance to property owners and their agents, City housing development officers and project managers, and other stakeholders related to income-restricted housing development. The Program Manager performs this function to ensure that the program effectively engages and serves residents, especially the most vulnerable, to achieve the program’s mission.

Responsibilities:

  • Reviews and provides feedback on Affirmative Fair Housing Marketing and Tenant and Homebuyer Selection Plans.
  • Oversees developer and property management compliance with all steps of the Affirmative Marketing Process and City policies.
  • Provides technical assistance to Developers, Lottery Agents, and property management companies.
  • Maintains and develops project auditing systems designed to keep projects on track and in compliance with fair housing contracts.
  • Develops and maintains Affirmative Marketing Plan Guidance to ensure and expand access to the public.
  • Contributes to research and development of resources that make accessing and maintaining affordable housing more transparent.
  • Conducts Affirmative Marketing workshops and presentations for City agencies, developers, and other external agencies and ensure accessibility to the public.
  • Collaborates with representatives of City agencies or departments in efforts to expand access to income-restricted housing opportunities.
  • Ensures income-restricted housing opportunities are marketed and publicized widely, including on the City’s MetroList website.
  • Prepares reports of findings as necessary and maintain program files.
  • Performs related work as required. 

Minimum Entrance Qualifications:

  • At least two (2) years of affordable housing, compliance, resident services, or property management experience required, preferably experience in public administration. Appropriate educational substitutions may be made.
  • Strong attention to detail, organizational, and follow-up skills required.
  • Demonstrated writing, research, analysis, and communication skills.
  • Working knowledge of office software, such as Google applications, Microsoft Suite (Word, Excel, Powerpoint) required, Salesforce familiarity preferred.
  • Familiarity with operating copy machines.
  • Ability to keep records and maintain logs.
  • Ability to manage several projects at once.
  • Proficiency in more than one language preferred.
  • Ability to exercise good judgment and focus on detail as required by the job.
