Overview:

Serves as a first-line supervisor of professional and para-professional accounting analysts. Performs professional accounting work in the Auditing Department. Work requires the application of accounting theories, generally accepted accounting principles (GAAP) and standards Government Accounting Standards Board (GASB), and use of the City’s automated financial systems to research, analyze, and report on accounts and financial activities citywide.

Responsibilities:

  • Supervises the Accounting Program of the Auditing Department.
  • Assigns and reviews the work of accounting staff regarding the posting of receipts and expenditures to the General Ledger.
  • Assists with a variety of personnel transactions and human resources management activities regarding assigned staff.
  • Reviews existing procedures to determine the feasibility of improvements to the General Ledger and other accounting functions.
  • Drafts and updates business procedures as needed.
  • Participates in the planning, organizing, testing, and implementation of financial systems upgrades and modifications.
  • Participates in the following: recruitment and selection, documentation and communication of performance, documentation of hours and attendance, and similar items, in accordance with applicable rules, regulations, laws, and collective bargaining agreements.
  • Assists in the planning and development of citywide training related to accounting transactions and financial analysis.
  • Provides technical assistance to departments and agencies.
  • Assists in managing the City’s regular and special audits.
  • Assists in coordinating and prepares data and information for the timely and accurate completion of report requirements, such as Official Statements, Basic Finance Statements, Comprehensive Annual Financial Report, Management letter, GFOA comments, MSBA Audits, other federal and state report requirements, and similar items.
  • Performs complex system transactions and related business processes, such as data uploads, transfers, closing of grants, and similar work.
  • Ensures the accuracy of financial transactions to the General Ledger for financial reporting purposes.
  • Maintains the integrity and accuracy of data for the Comprehensive Annual Financial Report. Analyzes a variety of financial transactions, accounting information, and business processes related to city departments.
  • Ensures transactions and charges are compliant with city procedures, rules, and regulations and generally accepted accounting principles.
  • Establishes and maintains interdepartmental lines of communication. Assists department staff with error resolution, questions and reporting requirements related to grants and special revenue.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • At least four (4) years of full-time, or equivalent part-time, professional experience or business experience in a related field.
  • Ability to exercise good judgment and focus on detail as required by the job.
  • CPA Preferred.
  • Experience with PeopleSoft applications preferred.
  • At least three (3) years of supervisory experience preferred.
  • Experience with Microsoft office, outlook and word, excel, Access and power point preferred.
  • Appropriate education substitutions can be made.
