Overview:

The Equity and Inclusion Manager (“Manager”) of the Human Services cabinet will lead the design and implementation of equity and inclusion plans for their cabinet following the structure provided by the Equity & Inclusion Cabinet.

 

Human Services

The Human Services cabinet is made up of six departments - the Age Strong Commission, Boston Centers for Youth & Families, Office of Veterans’ Services, Office of Returning Citizens, Office of Youth Engagement & Advancement and the Boston Public Library. With a diverse workforce of almost 1,000 city employees, we operate locations in every neighborhood of Boston. Our mission is to provide equitable access to high quality services, resources, and opportunities so that every Boston resident - especially those with the greatest needs - has what they need to thrive. In pursuit of this mission, the departments in the Human Services Cabinet meet residents where they are - in their homes, neighborhoods, and communities - to break down barriers to critical resources.

 

The E&I Manager will provide the internal staffing, structure, and support to embed equity and inclusion standards within the policies, programs and operations of the Human Services cabinet. Each Manager will be an employee on the core team of the cabinet responsible for operationalizing equity and inclusion processes and goals in a manner tailored to their respective cabinet or agency. The Managers will be in frequent communication with each other and the E&I Cabinet staff, particularly the E&I Program Administrator, Senior Director of Policy and Research, and the Chief of Equity and Inclusion.

Responsibilities:

Create and Implement E&I Standards and Goals: 

  • Assess the cabinet’s strengths, needs, goals, and opportunities to better address issues of equity and inclusion within the frameworks provided by the E&I Cabinet. Lead development of cabinet’s specific equity and inclusion standards within the frameworks provided by the E&I Cabinet.
  • Advise or manage work streams in which equity and inclusion need to be embedded and begin to address them, even as equity and inclusion standards and goals are being developed within the frameworks provided by the E&I Cabinet. 
  • Support the implementation of cabinet’s equity and inclusion standards by ensuring staff have adequate training and providing technical assistance to staff.
  • Make recommendations for cabinet actions and goals to increase equity and inclusion that include concrete measurable outcomes.
  • Design the scope of work to reach set equity and inclusion goals within the frameworks provided by the E&I Cabinet. 
  • Lead periodic review and updating process of cabinet’s equity and inclusion standards and goals. 

Monitor Progress: 

  • Propose metrics and systems to measure progress regarding equity and inclusion goals.
  • Regularly evaluate and report on the cabinet’s performance against these metrics.
  • Write research-based and community-informed recommendations for subsequent action.
  • Take on ad-hoc projects and responsibilities that contribute to the advancement of equity and inclusion goals, addressing emergent needs or unique opportunities as they arise.
  • Collaborate with fellow Equity and Inclusion Managers throughout the citywide Equity and Inclusion Coordination Network to collectively improve social determinants of health for all constituents.

Minimum Entrance Qualifications:

 

  • Commitment to the Mayor’s vision of building a City for Everyone that prioritizes constituents from historically excluded communities.
  • Five (5) years of experience in project/program management or operations with multiple stakeholders. One (1) year may be substituted with an Associate’s degree or two (2) years may be substituted with a Bachelor’s degree. 
  • High school diploma or equivalent required.
  • A strong ability to project manage and coordinate the needs of various stakeholders.
  • Experience in the public sector and/or unionized environments is preferred.
  • Familiarity with the human services field is required.
  • Advanced conflict resolution and relationship building skills which result in the ability to convene parties for difficult dialogue and decision making.
  • Working knowledge of Microsoft Office and Google suite preferred.
  • Strong verbal, written, and presentation skills required.  
  • Exceptional organizational skills to ensure completion of required reports and projects in a timely manner.
  • Ability to exercise good judgment and focus on details as requird by the job.
  • Past communications experience in motivating others to join equity and inclusion initiatives is a plus.
  • Demonstrated leadership, change management, and verbal and written communication skills.
  • A problem-solving mindset that can take on a large task and operationalize the work into smaller, measurable outcomes 
  • Outstanding judgment, patience, understanding, empathy, and tact.
  • Ability to maintain the integrity of confidential information.
  • Knowledge of Boston is a plus.
