Overview:

The City of Boston is committed to continuously improving the way it procures both goods and services in order to improve the experience for both staff and bidders, with a goal of increasing the diversity of our supplier base and leveraging procurement as a tool to serve the City’s operational needs and policy goals. 

 

Under the direction of the Purchasing Agent, the Project Manager will coordinate people, policies and processes to ensure that key projects for the Procurement Department are delivered on time, accurately, and produce the desired results. The project manager will design, launch, support and implement key initiatives to improve the procurement experience across the City, including, but not limited to, updating the environmental purchasing policy, improving the supplier portal improvement, increasing engagement with individual procurements, ensuring consistent communications across business units/mediums and other new Procurement-related initiatives.

 

Essential work activities will include: project planning and reporting, communications, task management, administration and other activities.

Responsibilities:

  • Uses project management tools to scope, lead and ensure timely delivery of a portfolio of complex projects across multiple partners, stakeholders, and competing priorities.
  • Collaborates effectively and efficiently with a variety of stakeholders within the Procurement Department, the Finance cabinet, and the wider organization to build well-structured project plans. Translates organizational and business needs into comprehensive project plans including objectives, timelines, and milestones.
  • Coordinates and works with other internal departments on project communications or other Procurement-related communications, ensuring consistent messaging across business units and mediums.
  • Identifies and facilitates the coordination of meetings and workshops with key stakeholders throughout the project life cycle.
  • Performs change management/communications activities.
  • Manages deliverables and project execution activities from the initiation phase through post-live support, including needs assessment, build, implementation, analytics, innovation, maintenance, and enhancements.
  • Administers new programs until they are ready for handoff to other teams.
  • Develops process maps/workflows from conducting current state process analysis to developing redesigned processes.
  • Drafts, revises, and formats clear, consistent Procurement policy and procedure documents as directed by Procurement leadership and business partners.
  • Acts as a liaison between Procurement leadership and other senior executives internally and externally.
  • Responds promptly and courteously to all inquiries.
  • Assists the Procurement leadership with special projects.
  • Performs other duties as assigned.

Minimum Entrance Qualifications:

  • At least five (5) years of full-time, or equivalent part-time, professional experience in project management, public or business administration, finance or related field required.
  • A Master's degree in business management, public administration or related field may be substituted for three (3) years of the required experience.
  • PMP or equivalent project management certification and/or prior experience with Change Management programs or projects preferred.
  • Superior writing/editing and verbal communication skills with a focus on explaining complex concepts in clear and understandable ways. Familiarity with graphic design is a plus.
  • Strong interpersonal skills and a willingness to work as part of a team.
  • Dedication to serving the public and City workers, passion for learning, and a desire to make a difference.
  • Ability to multitask, plan, establish priorities and meet deadlines.
  • Ability to exercise good judgment and focus on details as required by the job.
  • Working knowledge of Google Suite required; working knowledge of Oracle Peoplesoft preferred.
