Overview:

The City of Boston is committed to continuously improving the way it procures both goods and services in order to improve the experience for both staff and bidders, with a goal of increasing the diversity of our supplier base and leveraging procurement as a tool to serve the City’s operational needs and policy goals.

 

In this role, the successful incumbent will support the Director of Procurement Planning and Support Services in the design and execution of this program and work with City departments to execute specific procurements.

 

The Procurement Analyst will perform work of moderate difficulty in providing departments with guidance and best practices on all procurements and contract management. In addition to this direct advising, they will work to develop standard practices and procurement templates with a focus on simplifying the creation and evaluation of, and the response to all City procurements.

Responsibilities:

  • Responsible for providing daily support of sourcing and procurement activity and supporting the implementation and execution of procurement systems.
  • Assists with the creation of end user training materials.
  • Aids City staff in the planning, development, structuring and execution of their procurements, and to actively manage their contracts to achieve the best results.
  • Manages relationships with stakeholders across city agencies, with primary responsibility for a small portfolio of departments.
  • Works to support supplier diversity initiatives and government innovation efforts as they apply to procurement. Such projects could include market research on bid management software, developing training on RFP best practices, conducting vendor engagement efforts to improve the participations of MWBES, and/or reduce inefficient or repetitive steps in the procurement process.
  • Helps create a culture of continuous improvement surrounding procurement strategies, communications and processes.
  • Acts as a Subject Matter Expert (SME) for key systems/processes in subject teams and day-to-day functions.
  • Assist with special projects.
  • Performs related duties as required.

Minimum Entrance Qualifications:

  • Bachelor's Degree in Supply Chain, Finance, Government Administration or Economics, or similar fields preferred.
    1-2 years experience required. A Bachelor's degree in a related field may count towards one (2) years of experience.
    Strong written and verbal communication skills with a focus on explaining complex concepts in clear and understandable ways.
  • Hands-on experience with negotiations.
  • Ability to calculate intermediate figures such as percentages, discounts, and commissions 
  • Demonstrated working knowledge in procurement best practices and vendor selection.
  • Working knowledge of Oracle Peoplesoft, Microsoft Office and Google Suite.
  • Problem solving, record-keeping and critical thinking skills.
  • Ability to multitask, set pace, prioritize, as well as work independently with tight deadlines.
  • Ability to work autonomously - creating and tracking progress in an ambiguous fast paced environment.
  • Familiarity with MA Chapter 30B (State Procurement Law) and processing requisitions and bids under Public Sector procurement laws preferred

 

City of Boston residency required.

 

Terms:
Union/Salary Plan/Grade:  SENA/MM1-6
