Under the direction of the Director of Engineering, the Supervising Traffic Engineer supervises the new Asset Management unit within the Boston Transportation Department’s (BTD) Engineering Division. The Supervising Traffic Engineer for Asset Management (STEAM) is tasked with the implementation of the Cartegraph (OpenGov) asset management system and the merger of the former Sign Investigations Unit into the Asset Management team. The STEAM will implement a defined process and workflow for projects, maintenance work, and customer-managed-relationship tasks performed BTD. The STEAM oversees the implementation of engineered plans and technical drawings and ensures work is appropriately evaluated and reviewed, planned and prioritized, and completed in accordance with the appropriate laws, rules, regulations industry standards, and best practices.   The STEAM evaluates feasibility studies for layout, design, and placement of traffic control devices; reviews stamped engineered plans, drawings, and technical specifications developed by neighborhood safety, policy and planning, public works, other public entities, and consultants for implementation; and reviews maintenance records of work performed for data completeness and accuracy.   The STEAM shall utilize asset management to track and supervise asset conditions, optimize workflows and create operational efficiencies; develop data-driven budgets and produce reports and recommendations for capital improvement and deferred maintenance programs; develop work schedules using scenario builder; and implement a preventive maintenance program that will schedule proactive, condition-based maintenance tasks based on data analytics and trends including asset age, predicted performance, and inspection data.
