Overview:

The Public Facilities Department (PFD) provides professional project management services for design and construction projects at City-owned buildings throughout Boston. We work in conjunction with and on behalf of user agencies by managing renovation or new construction projects at facilities where City services are delivered. PFD manages a range of projects valued between $1M - $125M and typically handles an overall caseload between 80-100 projects valued at more than $500M annually.

 

This is a provisional appointment.

 

Under the supervision of the Senior Manager of Procurement and Contracts, the Procurement Manager is responsible for the public advertising and bidding schedule of all agency contracts, and oversight of the bid and Designer Selection process.

Responsibilities:

  • Provides customer service to all vendors and other City of Boston departments in an efficient and courteous manner while acting as a resource to the customers we serve.
  • Manages advertising and bidding schedule.
  • Oversees the Designer Selection process, including any notifications to the City Clerk, correspondence with applicants, and coordination with the Project Manager.
  • Performs public bid openings and RFQ/RFP openings in accordance with governing statutes.
  • Prepares and distributes all addenda in conformance with applicable statutes and policies.
  • Immediately communicates issues, delays, or potential problems concerning bid openings, etc., to the supervisor.
  • Assists in staffing and providing customer service at the Bid Counter.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • At least five (5) years of full-time, or equivalent part-time, experience in a government contract department or related field is required.
  • Knowledge of regulations and statutes governing publicly funded procurement, design and construction, public bidding, and advertising requirements preferred.
  • Possess a Massachusetts Certified Public Purchasing Official (MCPPO) designation or must obtain it within one year of hire.
  • Ability to make practical application of laws and regulations to specific cases.
  • Strong organizational skills and attention to detail required.
  • Ability to exercise good judgment and focus on detail as required by the job.
  • Appropriate educational substitutions may be made.
