Overview:

Under the general direction of the Director of Goods Procurement and Operations or designee, the Buyer performs work of moderate difficulty in the large-scale purchasing of a wide variety of commodities for various city departments. Under the direct supervision of the Assistant Director of Goods Procurement and Operations or designee, performs the buyer duties for the Department.

Responsibilities:

  • Reviews purchase requisitions, prepares specifications, and purchase orders.
  • Manages bids.
  • Makes recommendations, selects vendors, coordinates with user departments and vendors, and develops expertise in assigned commodities. 
  • Assist the requester and supplier with the procurement process from initial request until payment is processed, working closely with other Finance Cabinet departments like Auditing, Treasury, etc.  
  • Identify, establish, and manage contracts for assigned commodities.
  • Partner with the Supplier Diversity Department to identify certified businesses to expand bid opportunities for MWBEs.  
  • Coordinate check-ins with Procurement Analysts to identify opportunities for condensed bids/contracts for various City departments. 
  • Work proactively with various City departments to ensure procurement planning goals are met for assigned commodities.
  • Provide Training and guidance directly related to Goods procurement for various City departments
  • Performs related work as required.

Minimum Entrance Qualifications:

  • Applicants must have at least two (2) to three (3) years of full-time or equivalent part-time, technical, or professional experience, of which major duties include the procurement of materials, supplies, equipment, and services for a large organization such as an industrial establishment, public utility, or government unit.
  • Substitutions: an undergraduate degree from a recognized school with a major in accounting, business administration, public administration, or management may be substituted for a maximum of two (2) years of the required experience. A graduate degree from a recognized school with a major in accounting, business administration, public administration, or management may be substituted for the required experience. Part-time education will be prorated based on the requirements actually completed. One (1) year of education is equal to thirty semester hours or its equivalent.
  • Ability to exercise sound judgment and focus on detail as required by the job.
  • Must possess a good knowledge of Chapter 30B (Massachusetts (MA) state procurement law), processing of requisitions and bids, use of catalogs, specification lists, and similar publications, i.e., NIGO Commodity/Service code. 
  • Should possess knowledge of the rules, ordinances, and regulations governing municipal procurement procedures. 
  • Working ability to evaluate quality and price structure; obtain competitive bidding and locate sources of supply, maintain records and files, maintain effective working relationships with vendors, etc.
  • Working knowledge of computers, including Microsoft Office, Google Suite, and electronic purchasing.
  • Experience with PeopleSoft Financials is a plus.
