Brief Job Description (essential functions of the job):

The Boston Transportation Department is seeking a Transit Planner to support the implementation of public transportation projects with a focus on improving bus service to increase transit ridership and reduce emissions.

Reporting to the Commissioner or designee, the Transit Planner is part of the Transit Team consisting of planners, engineers, and field staff whose responsibilities include developing overall policy, collaborating with advocacy and neighborhood groups, and working with city and state agencies to advance Boston’s public transportation agenda.

The Transit Planner addresses a variety of concerns about transportation’s interface with urban design and the public realm and envisions and implements cutting-edge initiatives in a changing transportation environment where needs, resources, and opportunities vary enormously.

• Manages projects relating to bus priority, bus lane, and signal priority projects and other transit-related initiatives from concept to installation and/or construction-ready.
• Prepares or oversees the development of concept and design plans for bus lane projects.
• Works with the engineering staff to review transit signal priority.
• Monitors the installation of signs, lane markings, and other features to designate transit-only lanes.
• Manages consultant teams including scope, schedule, task prioritization, budget parameters, and city-agency coordination.
• Reviews, updates, and prepares design guidelines for bus lanes, stops, and other service improvement-related measures.
• Manages project-based community processes using digital, in-person, and on-the-ground (tactical) engagement.
• Works with the MBTA to collect, analyze, and display transit-related data.
• Performs related work as required.

Required to work any and all emergencies as directed by the Commissioner or designee.

• Four (4) years of transportation planning or engineering experience, of which at least two years must have been in a project management capacity. Project management experience should include contracting; managing scope, schedule, and budget; and managing risks and changes.
• A bachelor’s degree in city planning or related field preferred and may be substituted for two (2) years of the required experience. The required project management experience may not be substituted.
• Demonstrated ability to take projects from concept to implementation strongly preferred.
• Demonstrated working knowledge of NACTO’s Transit, Street, and Urban Bikeway Design guides, Boston Complete Streets Guidelines, and working knowledge of MUTCD, and relevant AASHTO and FHWA guidelines.
• Demonstrated track record in designing and implementing, and evaluating pilot projects using measures such as lane markings, flex posts, and traffic signal timing changes.
• Ability to use innovative design approaches to improve bus service.
• Demonstrated record working in multi-disciplinary outcome-oriented teams.
• Ability to collaborate with a diverse range of public agencies, private consultants, and community groups.
• Proven research, writing, oral, and graphic presentation skills.
• Demonstrated experience with GIS mapping, graphic design, data analysis, and maintenance and website development.
• Ability to exercise good judgment and focus on detail as required by the job.

THIS POSITION MAY REQUIRE EMPLOYEE TO ATTEND OCCASIONAL EVENING AND/OR WEEKEND MEETINGS and/or SITE VISITS IN SUPPORT OF POSITION’S DUTIES.
