Overview:

Fiscal Compliance Specialist will review Community-Based Organization (CBO) budgets, budget revisions, invoices, financial statements, etc., as well as maintain comprehensive financial records to ensure fiscal compliance with external funding source requirements. This position will also conduct on-site or virtual fiscal monitoring reviews and conduct risk assessments and compliance testing.

Responsibilities:

The general duties and responsibilities of the position include, but are not limited to, the following:

  • Review and verify subrecipient invoices to process payments using grant funding sources. Ensure documentation accuracy, adherence to contract terms and funding source requirements, to render timely payments.
  • Set up, maintain, and update auditable files and records, including invoices, payment information, adjustments, statements, and coding.
  • Prepare necessary audit and financial documentation for external auditors to complete year-end financial statements and Single Audit filings.
  • Assist in the preparation and execution of federal, state, and internal audits for all OWD funding sources.
  • Conduct on-site compliance testing and fiscal monitoring of CBOs to ensure adherence to grant and funding regulations.
  • Review invoices, payment requests, reports, and other financial documents associated with compliance audits.
  • Provide training to subrecipients and Grants Managers in conjunction with department staff on grant budgeting, invoicing, fiscal policies and procedures.
  • Perform other related duties as assigned.

Minimum Entrance Qualifications:

  • Two plus (2+) years of experience in accounting experience, preferably in public-sector accounting.
  • A bachelor's degree is preferred and may account for two (2) years of experience.
  • Knowledge of fiscal compliance, including auditing and monitoring practices or 2 CFR Part 200, is highly
    desirable.
  • Excellent oral and written communication and organizational skills.
  • Proficiency with Microsoft applications and Google Suite.
  • Bilingual preferred (Spanish, Haitian Creole, Cape Verdean Creole, Chinese, and Vietnamese). 
  • Ability to exercise good judgment and focus on detail as required by the job.
